While neither of their teams had yet departed from the land of Upper Yard, both Gan Fall and Wyper wore contemplative expressions.

"Have you noticed that some people seem to have changed their appearance recently?" Wyper asked Gan Fall with a hint of doubt.

"I noticed it a while ago," Gan Fall replied, his tone serious. "It seems there's something in Upper Yard they don't want us to discover. Whether it's good or bad for Skypiea, I can't say. Perhaps it's related to that so-called base they originally intended to establish. It seems operations have now begun. But the real question is how did they even get up here?"

Gan Fall tilted his head back, taking a deep breath before sighing deeply.

"When I first heard they planned to build a base here, I didn't fully understand their intentions. Now, it's clear there's much we don't know something far greater than we imagined. Without the presence of a meteorite or any major event, the sudden restriction on accessing parts of Upper Yard is troubling. From now on, it seems we won't be able to enter to observe anything."

Wyper chuckled slightly and added, "Well, it's not like we're desperate to find out. After all, as long as we're safe and our lives remain stable, we don't need to risk it. Still, curiosity is hard to suppress. But we're not curious enough to push past those guarding the area—especially considering their strength. That alone speaks volumes."

The military base was now fully operational.

After Daiki resolved his other tasks, he quickly returned to the base. Upon arrival, he found Anos waiting for him in the meeting room.

Several others were already present. Before Daiki's arrival, the group had mostly engaged in light conversation about personal matters.

One person, however, appeared somewhat dejected. Abona, though uninterested in competing for the title of the world's strongest swordsman, had suffered a significant blow in a recent battle. Yet this loss also taught him a valuable lesson.

Fujitora (Issho) didn't hesitate to critique Abona's performance, pointing out areas of improvement. As comrades, they were determined to grow stronger together.

"Your Majesty, I've returned," Daiki announced as he entered, his voice steady.

He glanced at the three seated figures. Unlike Abona, who still carried a hint of discouragement, Daiki showed no signs of defeat.

While his initial failure had left him momentarily frustrated, his composure had returned by the time he walked through the door.

"Take a seat. We rarely have the chance to meet like this," Anos said, lifting his head slightly.

The meeting room, crafted entirely from milky-white clouds unique to Skypiea, was adorned with intricate patterns and painted in vibrant colours.

Despite its aesthetic appeal, it served as a combat strategy hub for the kingdom's leaders.

Present were Anos, Daiki, Abona, and Fujitora. Together, they formed the high command of the Tru Kingdom's army.

Once Daiki settled into his seat, Anos retrieved a stack of documents and spread them across the table.

"This outlines the future system of rewards, punishments, and military ranks," Anos began. "General Fujitora will oversee its implementation. The army needs not only diverse talents but also clear pathways for advancement."

For over half an hour, Anos elaborated on a restructured military hierarchy. While inspired by the Marine system, it introduced innovative reforms tailored to the Tru Kingdom.

Each team would consist of 20 soldiers led by a second lieutenant. Regiments of 100 soldiers would fall under the command of a major, and divisions of 1,000 soldiers would be led by a major general. Armies of 10,000 would report directly to a general.

The system emphasized specialization, with training programs tailored to individual strengths rather than rigid, one-size-fits-all plans.

The goal was to maximize efficiency in both small-unit tactics and large-scale operations.

As commander-in-chief, Anos would oversee the entire army's operations. Though he wouldn't personally conduct training, his leadership ensured a cohesive and disciplined force.

"when the main storyline begins, the Tru Kingdom will have grown into a formidable power," Anos declared confidently.

The room fell silent as the others processed his vision. Even Fujitora, who had witnessed countless battles and strategies, was impressed by the depth of planning.

The document detailed every aspect of the new military structure, from rank responsibilities to specialized training regimens.

It was clear that the Tru Kingdom aimed to surpass even the Marines in organization and capability.

"Each 20-person team will have a captain and vice-captain, both holding the rank of second lieutenant," Anos explained. "Larger units will feature specialized roles, ensuring smooth coordination across all levels. This system will serve as the foundation for our kingdom's rise."

By the time Anos concluded, it was evident that the Tru Kingdom's transformation had already begun.

The comprehensive reforms would not only strengthen the military but also establish a foundation for broader societal advancements.

With a clear vision and unwavering determination, the kingdom was set to become an unstoppable force.
