The Federation's strength stemmed from seven millennia of development; the great families wielded power through nearly ten thousand years of accumulated assets. The Storm Empire's rapid progress was largely due to Feng Mo's continuous acquisitions along the way, but it still lacked a stable foundation. After all, it was a newly established power of less than twenty years and had already grown rapidly.
Feng Mo realized that the Empire's accelerated growth kept its citizens on edge, and he was mindful of slowing development slightly. Still, the essential starships and weaponry needed to be built.
To that end, Feng Mo and Alisa disappeared from public view and headed to the Beast Roar System to begin constructing the Vermilion Ape.
Building the Battle Planet had taken almost two years, and the Vermilion Ape took nearly another year to complete, even with a dedicated team of ship engineers assisting Feng Mo and Alisa.
Gazing at the silver-white interstellar battleship, Feng Mo couldn't help but admire it. While adding the insignia, he instructed the engineers to place the Storm Empire's emblem first, followed by the Federation's, and lastly, the Storm Fleet's.
This gesture reflected Feng Mo's subtle pride and ambition. He intended to elevate the Storm Empire above the entire Federation, even hoping to someday unify the Federation into a single empire—the Storm Empire.
This accomplishment represented a slight swelling of pride within him. After all, it was the Federation's first T6 interstellar battleship, marking the first time Storm Empire technology surpassed the Federation's.
However, the Storm Empire couldn't yet be classified as a Level 6 civilization. Civilizational rank depended on both technological advancement and military capability. Without a fleet to match, even advanced technology would be insufficient against other powers.
A Level 6 civilization required an empire to possess a fleet of at least one hundred T6 starships, or, for a larger fleet, T6 ships needed to make up 30% of the total fleet.
This was only the first requirement. Defense infrastructure—interstellar fortresses, space stations, space-interception devices, and warp-interception devices—were all necessary as well.
With offense and defense capabilities established, territory became crucial. A Level 6 civilization must hold its own domain, with at least ten star systems, to be recognized as a true Level 6 interstellar civilization.
