Was Akira really striving to create a world without oppression, or was he simply driven by ambition? Was this all a ploy to overthrow the Five Elders, only for him to become the new Celestial Dragon and exploit the world in their place?
"The world I want," Akira began, "is one where everyone can eat well and have the chance to go to school."
Akira knew that if he wanted to recruit someone as strong and idealistic as Dragon, it wasn't enough to say lofty words. He had to show that he genuinely had the determination and a fully thought-out plan to make it a reality.

But Dragon was in his thirties—far from being an innocent kid. Grand ideals and dreams of adventure could bring people closer, but they wouldn't make a man like Dragon follow Akira's lead without substance behind it.

He spoke about a system where everyone was treated equally and could rise through merit, not bloodline.
He described a world where islands were connected, allowing resources to flow, eliminating extreme poverty. Not everyone would be rich, but at least no one would be so poor they'd turn to piracy just to survive.
He explained the creation of solid laws and regulations to completely eliminate exploitation and oppression.

"Fleet Admiral Akira, what's the next step?" Dragon asked, taking a deep breath. He couldn't hide his eagerness anymore.
The world Akira described seemed not only feasible but within reach through sheer human effort. Dragon believed that Akira wasn't joking—his intentions were serious. After all, no one would study such a plan in such depth without the true desire to see it through.

"Rebellion comes down to three things: people, money, and righteousness!" Akira declared.
"Money won't be an issue. I'll support you with as much as you need."
"Gathering the people will take time and subtle methods. It's not something we can achieve overnight."
"So, I think we should begin with righteousness first," Akira continued, laying out the plan he had long thought through.
Dragon furrowed his brows, confused. "Righteousness? What do you mean by that?"
"The legitimacy of the Celestial Dragons' rule, their so-called divine right to dominate the world," Akira replied. "I want you to go to Raftel for me.
