Seeing Dragon gradually coming back to his senses, Akira spoke at just the right moment.
"You're right. It's the World Government that must be brought down."
At this point, Dragon was still deep in thought, nodding in agreement as Akira spoke. But as the words left his mouth, he suddenly realized what he'd just said.
He had voiced such a radical statement in front of a Marine.
Dragon thought he had made a grave mistake, saying something so extreme in front of the Fleet Admiral. After all, even if the Marines weren't thrilled with the control of the Five Elders, they were still part of the same exploitative system as the World Government.
And Akira had never clearly shown any strong stance from the beginning. Even his mention of the Five Elders was subtle, not as direct as Dragon's call to destroy the World Government.
"Relax, I'm just like you—I want to rebel against the Five Elders."
Noticing Dragon's cautious demeanor, Akira waved his hand, speaking plainly.
"I don't believe there should be kings or nobles in this world."
"The suffering of most people can be entirely blamed on them. Without their existence, I guarantee the world would be far better off."
Dragon froze. Even though he had mentally prepared himself, he never expected the Marine Fleet Admiral to say such things. And so openly—to talk about rebellion.
Akira smiled slightly, ignoring Dragon's reaction, and continued:
"In fact, many people, like you, can see it. The world is completely distorted. The Celestial Dragons are exploiting people across the globe to maintain their luxurious lifestyles.
"Many wars have been caused directly by the Five Elders, whether for resources they desire or simply out of their own whims.
"Even if entire kingdoms collapse into war with countless casualties, it doesn't matter to them.
"Their endless greed is also why the cycle of pirates never truly ends.
"When pirates rise, they sever the communication between islands, making it harder for food, supplies, and people to move freely.
"In this scenario, the non-allied countries and isolated islands become little more than blood banks for the Celestial Dragons to drain."
"The blood in the bag couldn't take it anymore, and they kept escaping, becoming new pirates, creating even more blood bags."
"The cycle is endless, and so the world's problems are rooted in this closed system."
Akira licked his lips, locked eyes with Dragon, and spoke in a serious tone: "If the Celestial Dragons don't fall, if the World Government isn't destroyed, this world has no hope."
Dragon's heart pounded as he listened. When Akira stopped speaking, Dragon swallowed hard and quickly asked:
"So! Fleet Admiral Akira, what are you getting at by telling me this?"
Akira took the last puff from his cigar, tossed it to the ground, and crushed it under his gleaming leather shoe.
"Would you like to rebel with me? Turn this rotten world upside down and create a new one. Build a new Marine, a new system, and a new World Government."

Dragon inhaled sharply, his expression filled with disbelief.
The commanding Fleet Admiral of the Marines, a man with tens of thousands of elite soldiers and powerful generals at his disposal, was inviting 'him' to rebel? If the words weren't still fresh in his mind, Dragon would've thought he was hallucinating.
If he told anyone, who would even believe it?
It's not that Dragon lacked self-awareness—what was he, compared to the Fleet Admiral of the Marines? He had no real status or influence. His so-called revolutionaries were like toddlers compared to a Marine giant.

Akira's expression was serious, and his voice was unusually firm.

"And after meeting you today, I'm sure. You're the one I've been looking for, a partner who can fight with me to create a world of freedom, equality, and harmony."
Akira, however, felt somewhat awkward inside.
What else could he say? Should he just admit, 'I know your future, so I came here to recruit you for troublemaking'?
Even if that were true, would Dragon believe it? He'd probably feel insulted and just walk away to do things on his own.
