Chapter 23: Chapter 23: An Accident During Leisure Time



Without warning, they pulled the triggers.

The explosion of gunfire echoed, creating a terrifying storm of metal. Seven or eight gangsters fired their weapons simultaneously, showering the police car with bullets. In seconds, the vehicle was riddled with holes, smoke billowing from the hood.

The exploding tires forced the vehicle to come to a sudden stop. The side door swung open violently, and two police officers rushed out. Vivi tossed her hair, her expression remaining relaxed. "You know," Vivi said lightly, "our CIA doesn't have law enforcement authority. This mission to capture Wolf requires FBI approval. If I get involved in a situation like this, I would likely end up being caught by the FBI for acting outside of procedure. That could jeopardize our next plans."

There are two major intelligence organizations in the United States: the *FBI* and the *CIA*.

The FBI, as part of the Department of Justice, functions as the federal police system, with the primary task of enforcing laws domestically. On the other hand, the CIA is an independent agency that reports directly to the president, focusing on espionage, infiltration, assassination, and intelligence gathering abroad.

However, the CIA has one major weakness: they do not have law enforcement power, either domestically or internationally. All their operations involving arrests are illegal unless conducted in conjunction with the FBI.

Despite this, the relationship between the CIA and FBI is fraught with contradictions. The two organizations often clash, both in philosophy and work culture.

The *FBI*, with the majority of its members coming from middle-class backgrounds and state university graduates, views the CIA as "smart alecks." Conversely, the *CIA*, whose members mostly graduated from prestigious private universities and come from more elite backgrounds, sees the FBI as "country bumpkins." This tension often makes cooperation feel impossible.

In fact, throughout the history of the United States, the CIA and FBI have only truly collaborated once, and that was due to direct intervention from the president, who stepped in to resolve the dispute.

However, despite this poor relationship, the CIA has one cunning trick: they use the FBI's authority to carry out their missions domestically. By forging FBI documents and signatures, the CIA can conduct operations without facing legal risks. Of course, this is a closely guarded secret—if exposed, the FBI would seize all evidence and destroy the CIA's plans, while the CIA itself would explode in anger.

Under the shadow of these contradictions, Lance realized the reason for Vivi's concern. But Lance merely smiled faintly and said, "Then it's okay if I help?"

Vivi looked at Lance with a sharp expression before finally rolling her eyes in exasperation. "Darling, it seems you've been too relaxed lately. Your heart has become too soft," Vivi teased.

"It's not about having a soft heart," Lance replied calmly. Lance stood up, watching the two police officers hiding behind a damaged car, struggling to survive. "Those two officers once helped me. And now, seeing them in this situation, I can't just turn away."

"Take this." Vivi did not stop Lance. Instead, she handed him a glossy black semi-automatic pistol.

Lance only glanced at the weapon briefly before shaking his head slowly. "I don't need a gun anymore. Do you have a dagger?"

Vivi raised an eyebrow, a bit hesitant, but eventually retracted the pistol. From her thigh, Vivi pulled out a tactical Wasp knife.

The knife was a weapon specifically designed for close combat, more expensive than ordinary firearms. Unlike regular tactical knives, its handle was equipped with a high-pressure carbon dioxide gas canister. With a single thrust, a button on the handle could be pressed, injecting gas at high pressure that would immediately damage internal organs, even freezing them. The effect was lethal—just one stab was enough to take down an enemy. This weapon was highly favored by special forces and secret services.

"Those people have a great firing power," Vivi said while glancing outside. Vivi's eyes were cold as ice, but her tone was soft, almost sweet. "My dear, be careful."

Lance only smiled faintly, a smile that resembled more of a confident expression than friendliness. "Just stay calm."

Lance took the knife, gripping it in a way that showed experience. With light steps like a hunting cat, Lance moved into the forest, sneaking silently among the shadows of the trees.

Although Lance did not want to use his magical powers in public, he knew that his extraordinary fighting skills and trained physique were more than enough to handle these terrorists.

"Nolan, look to the left!" Zoe shouted as she fired her gun. Zoe's voice was tense, warning her subordinates in the midst of a fierce gunfight.

Zoe knew they were up against crazy people, but even Zoe did not expect these bastards to be so bold. Shooting at the police openly, in broad daylight, in a crowded park? That was a reckless act that would provoke a major storm.

However, there was one thing worse: one of the officers caught in the gunfight was a police Captain.

This act was not just a provocation against the New York Police Department. It was a declaration of war against all law enforcement in the country. In a short time, the news would spread, and the FBI would surely get involved. Any organization behind this attack would be branded as a public enemy, a target to be ruthlessly destroyed by every police officer in the nation.
