Chapter 172: Chapter 172: Sokovia Act
Sharon, who had been quietly observing, suddenly spoke up. "To those politicians, superheroes—especially you—are no different from a 100-megaton nuclear bomb. Mutual deterrence is probably the only way they know how to handle you."
Thor nodded, reflecting. Maybe he'd been too high-profile in Sokovia?
He glanced at Peggy, slipping an arm around her shoulder. "And what about you? What do you think?"
Peggy subtly pulled away, rolling her eyes. "Testing me, are you? And here I came to warn you." She took his arm then, signaling her solidarity with him.
Sharon watched the exchange, looking both amused and exasperated. "Great. I'll probably lose my job at S.H.I.E.L.D. because of you two," she muttered, already certain that Thor would never agree to the Council's demands.
Meanwhile, at Avengers Headquarters, Wanda sat, tearful and apologizing repeatedly.
"I'm sorry. I'm really sorry…"
Steve spoke gently. "It's not all on you. The bomb vest could have been disarmed faster, but Rumlow mentioned Bucky, and for a moment, I slipped back into being that kid from Brooklyn."
He continued, "We always do our best to save everyone, but sometimes, we just…can't. If we can't accept that, then next time, maybe no one will be saved."
Wanda gave a small nod, still weighed down by guilt.
Thor walked over, pulling her into a comforting hug. "Alright," he asked softly, "do you know what went wrong?"
Wanda looked up, about to respond, but Thor's tone shifted as he said, "You should have let the bomb explode in the crowd; that way, the people on the upper floors wouldn't have been harmed. Or better yet, let HYDRA unleash their bioweapons freely! Doing nothing means making no mistakes, right?"
Wanda gasped, realizing his sarcasm. She managed a faint smile. "I know, in theory…but it's still hard not to feel responsible. Did I cause you more trouble?"
Thor gave her a reassuring pat on the back. "It's alright. Trouble is my specialty."
In the conference room, General Ross stood before the Avengers, projecting a series of videos.
First, footage of Hulk rampaging through New York, leaving devastation in his wake; then Washington, with the Helicarrier crash and ensuing tsunami. Sokovia, obliterated by the Bifrost's light. Finally, Nigeria, where the explosion on the hospital rooftop was replayed.
General Ross spoke with authority. "The governments of the world can no longer tolerate the Avengers acting unsupervised. It's been four years of unchecked, unaccountable actions."
He held up a document and handed it to each Avenger. "We now have a solution—the Sokovia Accords. Approved by 117 countries, this agreement redefines the Avengers as an organization under the oversight of a United Nations panel, who will determine when and where they are deployed."
"Wait!" Thor interjected, his voice dripping with sarcasm. "So, we'll have a team of photographers following us into battle? Perfect! We can stream the entire thing live!"
"Your Excellency Thor, this is no laughing matter," Ross replied sternly. "Some people may call the Avengers heroes, but more consider you vigilantes. I would go further—dangerous. An uncontrollable group of superpowers, based in the United States, crossing borders and ignoring sovereign laws at will, with no regard for the consequences."
Ross looked around at each Avenger, pointing to the agreement. "Believe me, this is the best compromise. Three days from now, the UN will meet in Vienna to ratify the accords."
Steve frowned, standing up. "And if we don't comply?"
Ross paused at the door. "Then you'll retire. Any Avenger who does not sign will be considered a threat if they enter a signatory nation, and any necessary means can be used to neutralize them."
With that, he left, and a heavy silence settled over the room.
Thor broke it with a dry laugh. "So, our efforts to protect the world are now opposed by almost every country. If only they had been this brave against the Chitauri."
Though he wore his signature smile, his tone was laced with bitter cold.
