His friend also apologized to them and lowered their heads in shame. Under Fugaku’s pressure, they felt fearful that if they didn’t apologize, he might do something terrible, so they didn’t hesitate.

"Yes! Clan head!" The clan members responded obediently. They lost their nerve to stir up any trouble, at least for a while.
Fugaku raised his hand to signal for quiet and continued, "Now, there are more than two thousand people here.
At Konoha's border, a war might break out at any moment. I won't waste any more time. Form groups of ten people and divide into two hundred teams.
Start forming your teams as you will. I'll give you one minute."
As soon as they heard this, they didn’t waste any time, even though they looked confused. They swiftly formed groups with their friends.

He looked at the medical squad behind Tsunade and thought The number of medical ninjas was only forty or fifty. That’s too few; he couldn’t help but feel dismayed.
According to estimates, there are only two hundred teams, with an average of one medical ninja for four teams, or forty ninjas. This does not include the large team led by him.
How can he manage?
Fugaku, who had played so many strategy games, knew that the medics were very important in war.

Fugaku said to Tsunade: He quickly looked away from her. He felt uneasy around her. She was too dangerous for him. He didn’t feel the same for any other female ninja.
Tsunade nodded and gestured to the ninjas behind her. She was puzzled by him. She had never noticed anything different about him before. But when he got angry, she felt weird.
“What am I thinking?”
Tsunade frowned and closed her eyes. She thought that the night she saw them must have left a deep impression on her.
Fugaku saw the ninjas forming teams in front of him and took a deep breath.
“To prevent the sand ninjas from infiltrating the Land of Fire, Lord Shikaku, please tell them the task they need to take."
He knew that spies usually worked in small groups. A team of ten ninjas could handle any infiltrator. He had planned two hundred routes to clear the spies along the way.
This was a basic rule of a strategy game he had played. He trusted that Nara Shikaku, the genius strategist, would understand him.
Shikaku took out many maps from his arms. Planning routes for them all in one night was easy for him.
Under Shikaku’s command, the ninjas left one by one.

“Hehehe, Lord Fugaku, how about letting me join your team?” A hoarse voice came from behind.
“You?”
He turned around and saw Orochimaru, who had pale skin, long hair, and blue-green earrings.
“What? You don’t want me?” He smiled wickedly and showed him a document: “I have the appointment letter from Lord Hokage.”
“Of course you are welcome. Lord Orochimaru, one of the three Sannin, joining us, will make us much stronger and guarantee our victory."
He wanted to refuse, but he couldn’t find a reason. He didn’t know if Orochimaru was already a mad scientist.
But having the extra combat power of a kage-level ninja would outweigh the cons.
He hadn’t taken Anko as his disciple yet. She was only seven years old and still in Ninja School.
But Orochimaru’s sudden joining made Fugaku wary. Orochimaru didn’t care what he thought.
He walked to Tsunade’s side and said, “Thank you.”
