What the hell is making games in the Ninja World?

After yesterday's conversation, Uchiha Kai had confirmed that Sarutobi Hiruzen was not some scheming, dark-hearted person as some conspiracy theories suggested, but rather an old third Hokage with aspirations and ideals, whose only flaw was a lack of ability.

Though conservative and sometimes indecisive, Sarutobi Hiruzen would not hesitate to try a practical solution as long as it wasn't too radical.

So, Uchiha Kai decided to give it a shot and presented a proposal for the creation of a cultural department.

Its core goal was to better promote the genjutsu game and expand its market, with other benefits coming as a result.

The proposal was tailored to Konoha's existing structure and the actual conditions of the ninja world, so after thinking for a while, Sarutobi Hiruzen nodded in approval and stamped the document. 

He then called in two trusted allies, Mitokado Homura and Utatane Koharu, to review the plan.

The Hokage seal on the document showed that he supported the plan.

After the two advisors arrived and read the report, they furrowed their brows and instinctively wanted to oppose it. 

Though they no longer harbored the same animosity toward the Uchiha clan due to clan ties, they still had a natural instinct to oppose anything related to the Uchiha, especially when it involved creating a new department under their influence.

Then, Sarutobi Hiruzen spoke frankly: "Don't worry! Uchiha Kai will not exclusively appoint members of the Uchiha clan to this new department. Instead, he will open slots to the major clans of Konoha, as well as the civilian families, making this cultural department truly Konoha's cultural department, not something like the Konoha Police Force."

"However, since Uchiha Kai is the one who conceptualized this department, the first leader of the cultural department will undoubtedly be Uchiha Kai. As for me, I choose to trust Uchiha Kai."

"You've all seen the report. Once successful, Konoha's population and economy will experience significant growth. This would be a great benefit for the entire village, and I can't think of any reason to oppose it."

After hearing Sarutobi Hiruzen's words, the two advisors hesitated, but eventually nodded in agreement. 

As Sarutobi Hiruzen said, as long as the new department recruits are open to the public and not monopolized by the Uchiha clan, then even if the leader is from the Uchiha clan, it would still be Konoha's department.

Based on their trust in Sarutobi Hiruzen, their cooperation with the Uchiha clan, and the potential benefits outlined in the proposal, it was only natural for the two advisors to agree.

They then each signed the proposal, which meant that Konoha's higher-ups had agreed—Shimura Danzo, although a member of the higher-ups, only controlled the Root, and had no influence over political matters.

After the proposal was approved, it was returned to Uchiha Kai, and the approval from the Hokage Building meant that Uchiha Kai had the formal approval to establish the new department. 

Now, it was up to Uchiha Kai to figure out how to make the cultural department a reality.

If they needed people, they could ask the Third Hokage or other clans for help. The Uchiha clan would also have to show sincerity and effort.

To be honest, Uchiha Kai was a bit surprised. He hadn't expected the Konoha high-ups to approve the establishment of the new department so smoothly. 

He thought there would be some resistance, or that they might even reject the proposal outright. For that reason, he had already prepared various backup plans.

But in the end, none of them were needed.

"It seems that the Third Hokage, who isn't very old yet, is still quite ambitious. He later became so extreme and indecisive. I guess the Third Great Ninja War was too brutal, and the Kyuubi Incident later directly shattered Konoha."

Muttering this, Uchiha Kai directly took the approved plan to the Uchiha clan's headquarters and informed the higher-ups.

Although this department would no longer be exclusive to the Uchiha clan and would require people from all of Konoha, the first leader had already been confirmed as Uchiha Kai. 

This was undoubtedly an attempt to further collaborate with other ninja clans and even the common folk!

For the Uchiha clan, gaining popularity, receiving support from others, and entering the high ranks of Konoha were crucial steps!

"Truly worthy of Kai-kun. He did what we couldn't. He even managed to convince that stubborn old man Sarutobi Hiruzen. He's incredible—he is indeed the great sage of our Uchiha clan!"

Uchiha Setsuna's smile couldn't hide his excitement as he started praising Uchiha Kai, once again receiving approval from other Uchiha higher-ups.

Then, Uchiha Setsuna quickly showed a serious expression. His Mangekyo Sharingan activated, and he stared at the other high-ranking members with an oppressive gaze.

"Everyone, please remember, this is the opportunity that Kai has earned for our Uchiha clan. It is an important step for us to move toward a bright future."

"I do not want anyone in the clan to hold us back. I do not want the clan members joining the new department to act arrogantly and show disrespect to others in the department."

"This kind of foolish arrogance will only bring trouble to our Uchiha clan and undo all the efforts of Kai. It will be useless! So, remind our people going to the new department, if I find out anyone sabotages Kai's grand plans, I won't hesitate to show them the power of the Mangekyo Sharingan!"

It was a blatant threat. The Mangekyo Sharingan's power fully manifested, and Uchiha Setsuna, now firmly supporting Kai, was even warning his own clan members.

Thus, with the full effort of the Uchiha clan, the framework for the Cultural Department was established. And with the hard work of the "Konoha Gaming Company," a brand-new store called the "Game Hall" opened simultaneously in Konoha's commercial district and several major cities of the Land of Fire.

It was also around this time that spies from other countries finally entered the Land of Fire and all headed towards Konoha.

At the same time, malicious rumors about the Uchiha clan began to spread quietly within Konoha. 

The rumor stated that the Genjutsu games released by the Uchiha clan were actually a conspiracy, and anyone who played the Genjutsu games would unknowingly fall under the control of the Sharingan, becoming puppets manipulated by the Uchiha clan.

Soon, the previously popular Genjutsu game market was hit by a wave of backlash.

After all, most of the ninja world was made up of people with a high illiteracy rate, and they lacked the ability to discern the truth from such panic-inducing rumors. They were easily swayed and had almost no resistance to such manipulation.
