Because of this reason they were unable control their chakra as much as people of the current world could do.
The people of the current world tried their best to induce the concept of efficiency and effectiveness to the chakra usage and conserve chakra to fight longer.
This is the flaw that sage of 6 paths and his brother has.
In comparison the brother of sage of 6 paths has much better chakra control than sage of 6 paths.
