Chapter 39: Side Chapter 5

The fresh morning air had a biting chill, and the dawn light cast a pale glow over the sprawling city that had once been the proud capital of the Slane Theocracy. Now, it was under new rule. For years, the organization I belonged to had worked within the shadows, spreading influence through counsel, spirit work, and careful cultivation of information. Now we stood at the helm of the country, responsible for its future and the people within it.
When we had left the Roble Holy Kingdom, the officials had barely concealed their surprise. They'd always assumed we were a humble order, isolated in our small corner of their territory. They had no idea of the resources we'd held in reserve, our military strength, our armaments, our capacity for power. But as we loaded our weaponry, armour, and artefacts onto sturdy, well-prepared wagons, it became clear we were no mere group of priests. The expressions on their faces ranged from bewilderment to something more akin to fear.
Now, as I stood in the heart of the city that had once held disdain for us, I felt a strange sense of peace. The transition of power had been smoother than expected, not because the people wanted us, they simply feared what might happen if they resisted. And fear, if wielded wisely, could be a tool as much as a weapon.
As one of the founding members and a high-ranking leader, it was my task to oversee the integration and establishment of this new order. Our goal was to erase the stains left by the former theocrats, their abuses, their cruel policies, and, perhaps most pressing, their blindness to the spiritual aspects they'd so long neglected. The Soul Queen's influence had only amplified that directive. She wanted this land stabilized, purified, and strengthened. We could do no less.
My steps echoed in the stone hallways of the council building. Beside me walked High Priest Torgan and Sister Illira, two of our most senior and dedicated members.
Illira wore a resolute look, her gaze unwavering as we passed guards, priests, and soldiers. Torgan, ever watchful, seemed deep in thought.
"I suppose we should expect resistance from some of the higher-ranking members of the former regime, there are still many who see our goddess as an outsider, a conqueror. They are only temporarily quieted."
I agree with him. As stupid and ignorant as I find it, we cannot just simply make people change their beliefs.
"But the fear of the Soul Queen's retribution has bought us time, and with each passing day, that fear will turn into respect."
"It's a matter of showing them her will. Show them her mercy as well as her wrath, and they'll come to understand that they've gained something more than what they lost."
She was right. We could not build this new order purely on terror. We needed to give the people something to believe in, something to unify them. Slane Theocracy's teachings had once been oppressive, shackling its citizens with rigidity and brutality, but we would be different.
The council chamber was circular, with a table placed in the centre and high-backed chairs surrounding it. Around the table sat a mix of old priests, new converts, and former Slane Theocracy officials who had chosen to swear allegiance to our new rule. Not all of them wore our robes. Some, clad in dark uniforms of the Theocracy's former military, looked visibly uncomfortable in our presence.
At least that was a plan, most of it was not built yet. Right now it's just a bunch of chairs in a circle.
The meeting began with a report on the current state of the city. Food and resource distribution, restoration efforts in the outer districts, and religious integration were chief among the priorities. High Priest Torgan spoke confidently, delegating duties and overseeing the allocation of resources.
Once the preliminary matters were settled, Sister Illira spoke. Her words, eloquent as ever, outlined our vision for the new faith structure. The congregation would open its arms to all races be it human, elf, dwarf, or even beastman if they showed respect for our teachings and devotion to the Soul Queen. Though those fools from the previous faith still stuck up to those weird supremacy ideas, and found it distasteful, they recognized the necessity of unity. We needed a society that would fight for the Soul Queen's vision, not against it.
"We must show the people that we are here to bring balance, to create a land of spiritual harmony. We will establish temples, create places of learning, and provide guidance to all willing to listen. We cannot rely solely on force."
"This land has survived on strength and devotion to its gods for centuries. Do you truly believe peace alone will maintain order?"
"Peace, when rooted in strength, is the most enduring force of all. We've seen what happens when power is wielded without mercy. We won't repeat the mistakes they did."
The council settled into thoughtful silence. It was clear that not everyone believed in our vision yet, but they understood that we were their new leaders. And soon, they would see our power firsthand.
Over the next few weeks, our integration efforts intensified. We began establishing schools and spiritual training centres where former Theocracy citizens could learn our teachings and train as holy warriors. Spiritual guides were assigned to each district to watch over the people and provide counselling, advice, and support as they transitioned to our rule. Those who were resistant to the change were monitored closely, the Soul Queen had granted us the means to purge corruption, and we would not hesitate to use it if necessary.
Our soldiers' presence reminded the populace that our order was prepared to uphold justice and that we held the power to protect.
The city itself had started to transform. The towering statues of former Theocracy leaders had been replaced by symbols of unity and faith. Temples dedicated to the Soul Queen were planned to be built in every district, some built atop the ruins of former theocrat shrines. The people attended services with a mixture of curiosity and reverence, and though there was initial hesitancy, the soul guides worked diligently to ease their fears and provide comfort.
There were moments of tension, too. Not all welcomed our presence, and while we preached unity and harmony, there were still individuals clinging to old loyalties. The former nobility resisted our influence most fiercely. Accustomed to power and privilege, they found it difficult to accept our authority. But we remained firm, treating them no differently than any other citizen. As long as they won't take open hostile actions we will not move.
We also need to change. We felt it, we felt the Soul Queen gain new divinities. It was weir feeling of the idea just suddenly being inputed into our minds. Normally we would not care about such random thoughts, but alost all of us came with the same thoughts so we had no choice but to believe them. With out goddess new divinities we need to adjust. For the good part we were already gathering our forces, mostly due to the threats that would undoubtly attack us if unprepared. Now we have a genuine reason for such.
One evening, as the council wrapped up another session, I caught a glimpse of my own reflection in a polished shield hanging on the wall. It reminded me of those final days in the Roble Holy Kingdom, the way the officials had looked at us when we left. They'd thought us fools or, at best, overly ambitious zealots. Now, we stood as rulers of the former Theocracy, shaping a new era.
I felt a true sense of purpose, not just as a servant of the Soul Queen, but as one of the stewards of a new era.
