With a wave of his hand, he transported them all into his portable space—a vast realm now the size of a small town. Recently, he had ceased supplying chakra to its expansion and instead focused on developing a secondary battlefield: the Ice Domain, which had already grown to nearly a thousand square meters.

"He is the Mizukage, you know," she muttered in frustration. "Yet he vanishes without warning, leaving all this work to us..."

Izumi giggled at Mei's complaints, but before she could reply, a voice cut through the room.

"Oh? Complaining about me already?"

Terumi Mei froze, while Izumi's face lit up in delight.

"Brother Kaito!" she called out joyfully.

A blur of motion and Kaito was suddenly seated in the Mizukage's chair, leaning forward with amusement in his eyes.

"I walk in, and the first thing I hear is you complaining," he teased. "Tell me, what exactly are you so unhappy about?"

Terumi Mei awkwardly scratched her head, avoiding his gaze. Seeing her flustered, Izumi stifled a laugh before trotting over to Kaito and grabbing his arm.

"Brother Kaito, Sister Mei was just joking!" she defended playfully. "Don't be mad."

Kaito glanced between the two, smirking. "When did you two get so close?"

Terumi Mei quickly averted her eyes, pretending to be deeply interested in the office walls. Kaito shook his head in amusement.

"Fine," he relented. "Let's get to business. Update me on everything that's happened while I was away."

Mei straightened up, her expression turning serious as she began her report.

After the Briefing

"You did well." Kaito nodded in satisfaction after listening to Mei's summary. The stronger the Land of Water became, the more it benefitted him.

Mei looked pleased with his praise but hesitated before speaking again. "There's one matter that requires your direct attention."

"Oh? What is it?"

She stepped forward and handed him a thick folder. "During your absence, the Anbu identified top-tier experts from across the ninja world. They've all arrived in Kirigakure, awaiting your orders."

Kaito flipped through the pages, skimming the list of names and backgrounds.

"Perfect. Have them compile their knowledge into written form," he instructed. "When the Technology Academy opens, they will be its first professors."

Mei nodded firmly. "Understood."

Seeing that all matters had been addressed, Kaito waved his hand, summoning Tsunade and the others from the portable space.

Kaito stood beside Terumi Mei as she frowned, her gaze fixed on Tsunade, who had suddenly appeared.

"You should have heard of her," Kaito said. "This is Tsunade, the first medical ninja in the ninja world."

"Starting today, she will be the head of the science and technology division."

"The village will fully support her in any research she wishes to conduct."

Terumi Mei hesitated for a moment but eventually nodded. "Understood."

Watching her reaction, Kaito sighed inwardly. It's a shame that I couldn't find Orochimaru. They would have been the best choice to lead this division.

Orochimaru's achievements in Kaito's past life were undeniable—intelligent robotics, artificial humans, reincarnation techniques… That level of technological advancement surpassed even the scientific developments of Kaito's previous world.
