And long-term puppets, not different from ordinary shinobi, producing chakra and able to exist for years in isolation from me, while at the same time providing the collected information, were needed like air - a lot of key events took place in other villages, not only in Konoha or the Land of Fire and it was necessary to have their agents of influence on these events, because personally present everywhere is simply impossible, and to get out of the village for a first-class iryo-nin unnoticed is simply not realistic, not to mention the fact that there is a risk of becoming a nukenin.
Oh and just information about other countries would come in handy a lot, as would their own spy network. And while I doubt it would be possible to create many such clones, even a couple would be of great benefit. All that's left to do is create them. And unfortunately, the research material is spent too quickly - to the point of rigor mortis, and no new large influx of bodies is expected until the next war.

If someone says that it's easy to create something new or at least heavily modify the old for specific tasks - you can safely spit in such a person's face, and then add a foot to it! I realized this rather simple truth on my own experience, when I started to modify already ready technique for the necessary task. And the first stone on the way to success was that I knew quite a bit about how to do it.
Simply because the clan didn't cover this issue much during training, the academy didn't teach it at all, and I had been studying medical treatises after receiving the rank of genin, rather than figuring out how to modify the chain of hand seals so that the achieved result would not only not damage the keirakukei or kill them, but also coincide with the intended result.
Needless to say, after the test clones (I didn't risk to check it myself, otherwise I would have been a guaranteed cripple at least five times and dead a couple of times, even with all the survivability of Uzumaki) were destroyed twenty times, I went to the clan library and dug into the theory of folding seals, both the list of standard and more specialized seals, which turned out to be twice as many.
And only more or less understood, I again returned to the experiments, but now with the knowledge of the thirty-one seals Shikon no jutsu, adjusting thirteen of them, which provided the user with a connection with the controlled corpse, its control and the ability to perceive the signals of another's nervous system simultaneously with his own, but without overlapping sensations on each other.
However, the banal substitution of seals turned out to be a way to a dead end, it was necessary to choose their sequence so that the matrix of kage bunshin would take control of itself without manifesting itself from the outside.
Unfortunately, I came to this simple fact only after two days of persistent search of various options. I could admit it to myself, but constantly hearing about my own genius, as well as the relative ease with which I was able to recreate the "original" techniques, the impossibility of achieving any positive results at once, had a strong effect on my self-esteem and added respect for those who actually created something new in jutsu, rather than copying someone else's work, like me.
