Vivi can't help but to remember the Kung Fu Dugong that is the national protected animal of Alabasta.

Even though they are numerous in number and strong, the Royal Family still protect them heavily.

So this is the reason, they are the descendants of the Hero of Alabasta, and even if they are become beast, they are still help them in the past and their heroism need to be paid even in their own oldest descendants.
