Jason, or rather "Toby," was a silent observer as he sat at his desk within S.H.I.E.L.D.'s covert operations division, reviewing mission reports. Fisk eyed him with suspicion. "Who the hell are you?" His tone was cold, his fingers drumming on the table, but there was a flicker of curiosity in his eyes. He was used to being the biggest player in the room, but something about Toby unnerved him.

Jason's smile never wavered. "Someone who can offer you more than you could ever achieve on your own. You've built an empire in the shadows, but I can give you the power to rule in the light."

Fisk leaned back in his chair, his eyes narrowing. "I don't need anyone's help. I'm the Kingpin. I control everything."

Jason nodded. "Yes, you do. But what if I told you there was a way to expand that control? To unite all the pieces in this world under your rule? The Hand. The Avengers. Hydra. Every player in the game can be yours, if you play your cards right."

Jason could see the wheels turning in Fisk's mind. The criminal kingpin had always craved more—more power, more respect, more fear. Jason offered him a way to make that happen. Fisk wasn't an idiot. He could see the potential, but he was hesitant. He wasn't used to trusting anyone.

"You've heard of the Akatsuki, yes?" Jason asked, his voice lower, more enticing.

Fisk's eyes flickered with recognition. The Akatsuki was a name that had been whispered in the darkest corners of the world for years—an organization of powerful criminals, ninja, and outlaws who had once posed a significant threat in Jason's old world. Jason had a much grander vision for this new Akatsuki—a version that would operate not just within the ninja world but in the global underworld as well. If he could get Fisk to join his cause, it would be a massive step forward.

"The Akatsuki," Fisk growled. "You want me to join some band of freaks?"

Jason smiled knowingly. "No. I want you to lead it with me. The old Akatsuki was built on pain and revenge. But this one will be built on power. Your power."

Fisk was quiet for a long moment, clearly weighing the offer. Finally, his lips curled into a grin. "You're not afraid to dream big, I'll give you that. You've got my attention, kid. What's your play?"

Jason's smile widened. "First, we start by uniting the strongest villains in the world. Together, we'll take control of everything. The world will bow to us. And no one—not even S.H.I.E.L.D.—will stand in our way."

Fisk stood and extended his hand, his grip firm, yet tinged with a hint of excitement. "I'm in. But don't think for a second that I'll follow you blindly. We do things my way, or not at all."

Jason's grip tightened, a subtle indication of the power he already held over the Kingpin. "We'll do things your way—for now. But remember, Fisk, the world is ours for the taking. We just need to take the first step."

With Fisk on his side, Jason's new Akatsuki began to take shape. His second recruit was much more elusive—Victor Von Doom, the notorious Doctor Doom. If Fisk represented the criminal empire, Doom would bring the scientific genius and intellect that would make their plans unstoppable. But Jason knew that getting Doom to join wasn't going to be easy. Doom was a man of pride, of absolute control, and Jason would need every ounce of his cunning to manipulate the genius into accepting his offer.

But that would come later. For now, the foundation was set. The Hand was none the wiser to Jason's true intentions, S.H.I.E.L.D. remained unaware of the double agent in their midst, and Jason's new Akatsuki was beginning to take form—one villain at a time. Each recruit added more power to his cause, and with every step, his vision grew clearer. The world would be his—and nothing would stop him from taking it.

The game was beginning in earnest.

And Jason, under the guise of Toby, was now playing both sides to perfection.
