Chapter 7: 7.The Foundation of the Uchiha Clan Should Be Their Own Strength

Even though the Mission Office had many such odd jobs, the employers were wealthy and willing to spend money. So even ninjas had to complete these tasks, as they needed to earn a living. 

But what about those who couldn't afford to post missions? They had to turn to the Police Force. Just as Kazuki said, all sorts of trivial matters ended up at the Police Force. If they didn't handle these, there would be a commotion. This was the current situation of the Police Force, constantly dealing with petty issues that gave them headaches.

"I don't think we should reject these villagers. This is the best opportunity to improve relations between the Uchiha and the villagers," Shisui interjected, disagreeing with Kazuki's suggestion. In the eyes of the villagers, the Uchiha's reputation was poor. Despite the trouble, handling these issues could help bridge the gap between them. Shisui believed that expending some manpower and resources was worth it.

"Shisui is right. I don't think we should reorganize," said the Sixth Elder, who had been rebuked by Kazuki the previous night.

"Hmph!" The First Elder, visibly displeased but refraining from an outburst, snorted and watched Kazuki with interest. He wanted to see how Kazuki, who had suddenly risen, would convince the dovish faction.

A piercing laugh echoed. Kazuki clutched his stomach, laughing uncontrollably.

Shisui frowned slightly, displeased with Kazuki's behavior. The Sixth Elder was furious, his finger trembling as he pointed at Kazuki, yelling:

"Uchiha Kazuki, what do you mean? Are you mocking me?"

"Sorry, I couldn't help it." Kazuki rubbed his face, trying to stop laughing, and waved his hand at the Sixth Elder. "Please drop the 'am I' part. I am mocking you."

Wow!

Being sarcastically mocked was bad enough, and although the Sixth Elder was displeased, he couldn't do anything about it. But Kazuki directly slapped him in the face, metaphorically stomping on it and spitting on it too.

"You!!!"

The Sixth Elder's face turned from red to ashen.

Shisui's mood worsened. "Kazuki, even if we have different opinions, there's no need to act like this. If you have a problem, direct it at me. There's no need to humiliate the Elder."

"You call this a difference in opinion?" Kazuki managed to suppress his laughter but then burst out again.

This was becoming a serious matter.

Fugaku was perplexed. Kazuki, who had always been well-behaved apart from some odd actions, had suddenly turned combative. He was attacking everyone, even Fugaku, the clan head.

"Disrespectful, utterly disrespectful!" The Sixth Elder was beside himself with rage.

Kazuki cut him off sharply:

"Enough! I'm not interested in antagonizing you. As for Shisui, you talk about differing opinions? Sorry, I don't see this as a difference of opinion. I see it as you being stupid—hopelessly stupid."

"Villagers have a poor impression of the Uchiha because of the Nine-Tails Night. It's not always been this way. Besides, what is the Police Force? A law enforcement department that deals with unpleasant tasks. In such a scenario, you still think wasting massive clan and departmental resources to handle trivial matters will improve the Uchiha's image? If that's not stupid, what is?"

"Instead of wasting resources on others, why not use them for our people, increase salaries, and improve benefits? Isn't that better?"

"Or do you, as an Uchiha, think your clan members don't deserve better welfare and treatment?"

"I do not!" Shisui immediately panicked. Kazuki's argument had escalated to the welfare of clan members. If he agreed, he would be ostracized and hated even more. Already rejected by many clan members, admitting this would mean he'd no longer be a double agent but would be expelled from the Uchiha.

"I agree with Kazuki's proposal," the First Elder clapped and said with satisfaction. "I'm glad there are still young people in the clan who consider the welfare of our clan members. I support you."

Rather than wasting resources on outsiders, it's better to improve the welfare of our clan. Anything that annoys the dovish faction is strongly supported by the hardliners.

When it came to their welfare and benefits, the squad leaders chose silence. Even those close to the dovish faction kept quiet. Personal interests took precedence over alliances.

After all, everyone needed to eat. The leaders could maintain their lofty ideals, but they shouldn't take away the benefits the squad leaders deserved. The worst part was wasting resources without even ensuring success.

This caused a new problem.

The hardliners were pleased, and the Police Force squad leaders didn't mind improved benefits. Seeing the situation, Fugaku knew the issue would fall back on him. As the clan head, it was his duty and responsibility. If he pushed everything away, what use would the clan have for him?

The dovish faction was in trouble. Fugaku interrupted Kazuki, preventing him from saying anything more shocking. The Nine-Tails Night was a taboo topic in the village and couldn't be discussed lightly.

"Kazuki, improving the welfare and benefits of clan members is not a problem. But have you considered this? These tasks were handled by the Police Force in the past. If the Police Force stops, what will the villagers think?"

"Let them think what they want. The Uchiha's foundation is our own strength, not the villagers' good impressions."

Kazuki didn't care about such matters. The Uchiha might not even exist in a couple of years, so why care about impressions?

"Select a few clerks to handle explanations and resolutions. If in doubt, pass the buck. My squad won't handle these matters anymore. Whoever wants to deal with them can."

"Additionally," Kazuki's tone grew serious, "I speak for the Police Force members when I say our benefits and welfare haven't improved in a long time. Does the clan head want to see everyone tightening their belts?"

"And what about those useless freeloaders? A rookie test has taken half a month with no results. What's the point of having them?"

Talking about this infuriated Kazuki. His third squad was full of troublemakers, and it took him a lot of effort to manage them. Yet the personnel department took half a month to select a rookie without results. With such efficiency, they might as well quit and raise pigs.

"..."

Fugaku's face, already expressionless, darkened further. He managed the clerks, so their inefficiency reflected his failure as both clan head and department head.

"I will personally oversee this and ensure they correct their behavior."

The meeting ended with mixed emotions. The hardliners were pleased, while the dovish faction was demoralized. Even Shisui was bewildered.
