The person responsible for this was Kakashi, someone the Third Hokage trusted greatly.

"Hokage-sama."

In the office, Kakashi knelt on one knee, carefully reporting the results of the team's investigation.

"Through investigation at the Daimyo, the source of the intelligence was traced back to a bounty house. It was confirmed that the information came from there, and the bounty house has already sold a lot of this information. The specific buyers are hard to trace."
