Naruto: Kazekage 02

(First 5 Kage Summit)

(Konohagakure)

(3rd PoV)

It has been two years since Konoha was founded.

Following its lead, several Shinobi villages popped up in the Shinobi world.

Among them, Konoha, Iwa, Kumo, Kiri and Suna were the 5 biggest villages.

Though, in face of Konoha, where Hashirama Senju is still present even though Madara has been 'killed', all villages combined are nothing, even though they don't realise or want to admit it.

Ichika, with pink hair and green eyes, and two horns on her head, glanced at Hashirama and Tobirama for the first time.

She has accompanied the First Kazekage as his bodyguard to the first ever Five Kage Summit.

16 years ago, she died due to Truck-kun giving her a hug, and reincarnated as the princess of the kingdom of Roran in the Land of Wind. She even got the appearance and powers of Zero Two, and Klaxosaur summoning, along with the ability to use chakra.

Sadly though, the summoning realm was in ruins, with only one hideout containing notes and some materials about the Klaxo Sapien technology, and she had to create her own Klaxosaurs using them, and will have to dig through the realm to find the necessary technology.

In her 16 years in this world, she became the Queen of Roran, created many ninjutsus and sealing techniques, allowing her to become the second strongest person in the Land of Wind.

Sadly, without any system and the research on a Mecha puppet to be able to harness Ryumyaku's power, she couldn't beat Reto to become the leader of the new village of Suna. They were very close in power though. And while Reto has already reached his peak, Ichika still has time to grow, and future knowledge as well.

Well, she still became the Second-in-command and the advisor of the newly formed ninja village.

And now, she was witnessing the iconic First Five Kage Summit, and waiting for Reto to start the First Ninja War because of his stubborn and unreasonable demands.

While he may be strong in desert, he is nowhere near the power of the other Kages. She is just waiting for him to make foolish and absurd demands, so that she can become the next Kazekage when he dies in the war.

While all men were wearing white kimomos, and a hat, copying Konoha but just changing colors, she was wearing a military uniform just like 02.

She waved at Hashirama and Tobirama, and Hashirama excitedly waved back, while Tobirama frowned.

"Dates for all. It's a speciality of my kingdom."

Even though she has joined Suna, it doesn't mean that she isn't the Queen of Roran anymore. She just had her little sister become the President and have her take care of her kingdom.

While everyone looked at the dates suspiciously, Hashirama readily ate them without a care.

"They are delicious!"

Watching Hashirama, everyone ate the dates too.

Honestly though, according to Ichika, they aren't really tasty. Everything is bad in desert. Extreme hot and cold, not much water, and don't even talk about food. The only reason she stayed in Land of Wind and didn't go to Konoha was because of Ryumyaku and Gelal Stones potential as a power source.

And well, she would have an easier time in becoming the Kazekage and taking over the whole Land of Wind, while being neutral. Since no one wants to invade a desert when there is Konoha.

Though, it will probably change if oil is discovered.

The meeting started with pleasantries, Hashirama talking about his desire for this arrangement to be able to keep kids off the battlefield.

Sadly though, the other villages aren't founded on this thought. They only came into existence because Konoha was formed, so they also needed to band together to keep up with the newly formed Konoha.

And finally, the main point of the meeting arrived.

"For peace in the Shinobi world, I think there is a need for balance of power. So, I want to give tailed beasts-"

"Elder Brother!"

Tobirama protested against this, but it seemed like Hashirama was intent on what he believed was necessary for 'peace'.

Everyone was taken aback by the Hokage talking about giving their villages tailed beasts like it is nothing. Afterall, in their environment, tailed beasts are catastrophic.

While other tailed beasts haven't really caused much trouble until now, Shukaku regularly attacked puny humans because he was bored, and ended up getting sealed in a kettle.

And Madara recently controlled Kurama to fight against Hashirama, though it didn't give him much trouble. Just forced him to enter Sage Mode and unleash his strongest jutsu. Hashirama was holding back his strength for so long.

Because of Shukaku and recently Kyuubi, tailed beasts have gotten bad name and Hashirama has captured them all.

Even now, all the other 7 bijuus are in wooden cages near Konoha.

And Reto thinks Suna has any power to do anything against this guy.

Tobirama sighed, and said, "Konoha will sell the tailed beasts for a price, which will include money and a non-aggression treaty."

"Not for free?"

Hashirama asked, baffled.

All Kages and the person accompanying them were more baffled at Hashirama.

"Shut up!"

Tobirama scolded Hashirama, and put forward a Non-aggression treaty.

Ichika read it over Reto's shoulder, and it was nothing outrageous.

Just that no village will interfere with each other, much less attack.

"Excuse me, Hokage. There should be one more agreement. No village will accept each other's country's missions from their Daimyos. Those greedy guys will destroy our villages economy otherwise, and have us compete for missions, leading to less revenue for us. Otherwise, the cost of each mission will also be less."

Ichika suggested before Reto could say anything, earning her a glare from him which she ignored.

In the og series, the daimyos, especially of Land of Wind and Water had a big hand in destroying Suna and Kiri.

And if she wants to completely take over Land of Wind, she had to ensure that the daimyos can't get help from other villages.

All Kages considered this suggestion, and nodded. Except Tobirama(well, he isn't the Hokage, but whatever.)

Afterall, this won't benefit Konoha. It will reduce the pool of missions, and Konoha's relationship with the Fire Daimyo is good. Afterall, one of his daughter even married Hashirama's son when Konoha was formed.

But in the end, seeing that the other Four Kages, and Hashirama, were approving of this suggestion, he gave up.

"Alright."

"Wait a second! Suna already has the One-tailed beast, so it doesn't need another tailed beast. Instead, we want some of Land of Fire's fertile land for producing food, and 30% of the money each village will be paying for acquiring their tailed beasts."

...THIS IDIOT! DOES HE NOT KNOW HIS PLACE!?

Every Kage glared at him.

"Kazekage, do you even realise what you are asking for!?"

The Mizukage shouted at him.

"What will we get in return for that much money?"

The Raikage asked, even though he knew that Suna doesn't have much to offer.

"Nothing. If the balance of power needs to be maintained, Suna needs this. Otherwise, we will need to go to war-"

"Kazekage. If you think so, why don't you have a spar with the Hokage? And fight alone in your war. I won't allow Suna to enter a loosing war. Accept reality. In front of the Hokage alone, Suna isn't anything."

Ichika glared at Reto. And he glared back.

"Do you think I fear the Hokage!? He subdued the Nine-tails, so what!? I subdued Shukaku alone too."

This guy! Shukaku is the weakest Bijuu. And Reto barely subdued it. On the other hand, Kurama is stronger than all other bijuus combined. And Hashirama subdued Kurama while fighting Madara.

Suddenly, we heard a bang. Hashirama smacked his head on the table, bowing to us.

"Please don't talk about war. Didn't we create the village to avoid it!?"

"Hokage, don't bow your head so easily. You are the leader of your village."

Mizukage, Tsuchikage and Raikage admonished Hashirama, but calmed down.

Though Kazekage was grumpy, and glaring at me.

Ichika sighed and looked at Hashirama and Tobirama.

"Hokage-dono, Tobirama-dono, I apologize on behalf of the Kazekage. Please understand that Land of Wind doesn't have any resources.

Can Suna issue a mission for you two to create a forest with a water body in Suna, that can solve our water and food problem? Instead of a tailed beast, we would like to buy that instead-"

"Ichika! I am the Kazekage! Why are you talking on my behalf!?"

Reto smashed his hand on the table, glaring at Ichika.

'What!? Wasn't I asking something actually useful? With Hashirama, he might actually do it for free. Since Naruto can find a Rasengan for any situation, Hashirama might be able to create a sustainable forest in a desert.'

"Kazekage-sama, what you are doing will only lead to Suna's destruction, and plunge the world into war. I am just doing what's best for Sunagakure."

"Ichika, I am the Kazekage!"

"Kazekage-sama, you will regret this."

As the tension brew, everyone was thinking about what to do next.

"Kazekage-dono, how about we have a spar? If you win, I will go along with your demand from Konoha's side. But if I win, we will go along with Ichika-dono's suggestion and sign the peace agreement. How about it?"

Hashirama suddenly suggested.

"Alright. I will show you that Suna isn't weak. Ichika, I will deal with you once we return to the village."

Well, Ichika's plan worked out. Let this idiot be utterly humiliated.

'I hope Hashirama accidentally kills him, going serious against a Kage but realising that he is just so weak.'
