Naruto: I became the Third Hokage

After the meeting with the Daimyo was done, various clan heads and the students of Second Hokage were called for a meeting.

Since Akame has formally become the Hokage now, it is time for handling the departments.

In the Era of First Hokage, Konoha was merely clans coming together. So the only department was Academy, which Tobirama headed.

During the short reign of Second Hokage, the First Ninja War was going on. So only a police system came into existence, with its head being the clan heir of the Hyuga clan, though the police wasn't exclusive to the Hyuga clan.

Her mother, the Uchiha clan head, had straight up refused taking the control of the police, and only allowed 5 Special Jonins of the Uchiha clan with specialisation in genjutsu to enter, and firmly opposed one clan controlling the police.

All other things, like the experimentation of First Hokage's cells and such was done by Second Hokage alone, without any formal departments.

As for Torture and Interrogation, it was left to the Yamanaka clan, since they are the best at it. Yet, no formal department because of having no time during the war.

But now that the war has ended, the workload will increase several times. So creating certain departments will be necessary.

"There will be many departments now. So I will be appointing their heads today. Draft your proposals for your respective departments in a week, and come for my approval. As we find problems along the way, we will fix them.

First of all, no department will be firmly under the control of any clan. Anyone who wants to work in certain departments and has the capability can apply to them.

And all departments are subordinates to the Hokage. Nothing can be done without the Hokage's knowledge."

Everyone nodded. They knew that the Third Hokage is planning to create a whole civilian class. Afterall, two of her students, Might Duy and Orochimaru, are civilian.

Yamanaka clan head, who has exclusive control over torture and information looked at the Nara Clan Head, and he got the signal to not protest over it. Since Yamanaka and Akimichi clans trust the Nara clan for such matters, he didn't protest.

"For now, Medical, R&D, and finances will remain under me.

The police department will remain under Hyuga Hiroshi.

A Torture and Information department will be created, headed by Yamanaka Inojin.

Academy will be headed by Sarutobi Hiruzen. He will also be responsible for handling D-rank and C-rank mission assignments within the village.

The logistics department will be headed by Akimichi Torifu. He will also work with the Medical department in creating military pills that can be handled by normal ninjas.

Nara Shikano will be Hokage's assistant."

So far, everyone but the clan head of the Nara clan accepted the assignments without any resistance.

"Hokage-sama, I apologise. But my daughter wouldn't be a fit to be your assistant."

"Then how about you?"

"My daughter is the perfect person for this position."

His nap time was more precious than his daughter. He has served as the commander in battlefields. And he was worn out. Becoming the Hokage's assistant? That sounded more troublesome. He will rather get punched by his daughter than get such a troublesome position himself.

"The fuinjutsu department will be headed by Mito-sama, and will work in collaboration with the academy."

Mito sighed and accepted. She will get less bored by teaching children.

"Senju Iwashi will be heading the sensory and barrier unit with collaboration with Mito-sama and ANBU."

Kagami will become the Uchiha clan head, and the Jonin-sensei of the next generation of Ino-Shika-Cho. So she didn't asign him any department since that will make the Uchiha clan too powerful.

So the only students of Tobirama who haven't been given any department till now are Danzo, Koharu and Hamura. They were starting to get impatient.

Danzo wanted to atleast become the Hokage's assistant. But it was handed over to an insignificant Nara, who wasn't even particularly strong.

"Danzo, Kohar and Homura, you three stay. The rest can leave."

After everyone else left, Akame looked at them.

Homura was her teammate. Not really powerful, and annoying.

Koharu and Danzo were teammates with Torifu.

Koharu is a good medical ninja, more annoying than Homura, but good enough to be assisting in the medical department till Tsunade grows up.

And Danzo... Among this generation, he is pretty powerful. After her, Hiruzen and Kagami, he is the strongest.

But Akame was obviously not really positive about giving any of these three any important position. Especially Danzo. Atleast Hiruzen is proficient in all Shinobi arts, a master of all chakra natures. He will be a good head for the academy.

Yet, she knew that they were still young. And can't be judged purely on their counterparts from 'Naruto'.

"Koharu, you will enter the medical department with Biwako.

Homura, you will be assisting Hiruzen in handling the academy.

And Danzo, you will enter ANBU. Though you can refuse, since ANBU has been made of non-clan Shinobi till now."

The trio were obviously dissatisfied.

Despite being teammates with Hiruzen and Akame, Homura was given the position of Hiruzen's subordinate.

Koharu knew that even though she was a ninja specialized in Medical Ninjutsu, she was far from the best. Biwako, Hiruzen's girlfriend, was almost as good as her.

And even then, the Third Hokage was still a better medic. The Sharingan made learning things too easy.

Still, they could only accept it. They were from clans even more minor than Sarutobi and Shimura.

They were lucky that they were even given some position, unlike Second Hokage who did almost everything by himself.

The most dissatisfied was Danzo. Hiruzen, as his rival, was given the ninja academy.

Even Torifu, who wasn't that strong, was given the logistics.

And he? ANBU? Isn't it worse than a regular Jonin position?

As a regular Jonin, one can pick missions on his own pace unless directly ordered by the Hokage. But as ANBU, he will have no right to refuse any order.

He would have even less freedom than the likes of Koharu. And by being in ANBU, he wouldn't get glory and will not be able to build reputation to become the Hokage.

Did her Sharingan see through his ambition to become the Hokage?

Dammit! Why does only some special clans have so much benefit over ordinary clans like his!? Are they special? Blessed by Sage of Six Paths!?

Still, being in ANBU meant that he could learn forbidden jutsu more easily.

"As you wish, Hokage-sama."

He could only hope to hide his expressions, and focus on gaining strength to become the Hokage.

"Alright. I will assign your squad in some days. You three can go back."

The three bowed and left, and Akame sighed in exhaustion.

She will have to reduce her office workload, so that she can actually train. If she wanted to beat Madara, especially after he awakened the Rinnegan, she will have to gain enough experience fighting strong people one on one.

She took out the scroll of Edo Tensei and started studying it's contents.

Second Hokage was really the greatest ninjutsu genius.

While his Flying Thunder God wasn't as good as in the Fourth Ninja War due to not having to care about exhausting his chakra, and his Edo Tensei was also not suitable for combat and just infiltrating enemy camps and exploding them, just completing these jutsus and mastering them will make anyone one of the strongest ninja.

For now, since she has Kamui, she is focusing on Edo Tensei.

After getting the basic gist of it, she placed it back in the secret location in the office, created a Shadow Clone to handle the work, and summoned a small Katsuyu.

"Katsuyu, reverse summon me."

"Yes."

It's time to see if she can learn Sage Mode without using any outside help.
