Chapter 10: Chapter 10: Policy
"Do you want to create a healing seal?" Tsunade asked, tilting her head slightly, fuck, I have to admit, she's cute.
"That's right," I nodded.
"My inspiration came from explosive tags, as they can store fire-element chakra and release it at any time, causing an explosion, so it should be possible to store other elements, like wind or water, right?" I said, and Tsunade nodded, showing her understanding.
"So I thought, why not store healing chakra to release it when needed, instantly healing the target?" I explained.
Tsunade brought her hand to her chin and frowned, "It's a bit complicated."
I nodded in agreement, "As you said, injecting healing chakra alone isn't enough since it could cause more damage, so I need a way for the chakra to know what to do depending on the situation."
This isn't an easy problem to solve, but maybe if I get Tsunade's help, I can make it happen, after all, she's still the best medical ninja in the world.
"Usually, the Chakra Diagnostic Jutsu is used, which is helpful for detecting a patient's internal damage," Tsunade said.
"Mm, I remember it, the user injects their chakra through the tenketsu points, traveling through the patient's body to detect internal damage in the process."
"Exactly," Tsunade nodded.
"But the problem is that the Diagnostic Jutsu requires a direct and constant connection with the user, it's not something you can record on a seal to act on its own."
"Then what's needed is an alternative that can replace a medical ninja, but unless you can make the seal think for itself, it's impossible, not to mention mass production," Tsunade shook her head.
I had to admit her answer disappointed me a little, but what she said was true, current technological development is far too behind.
All because of the constant wars ravaging the world, most advancements are for military purposes, except for some civilian products like refrigerators.
"But maybe there's an easier way, you might be able to use shadow clones as an alternative," Tsunade murmured, focused, holding her chin.
"Impossible, I can't create that many shadow clones, they'd dissipate before even being used, but I suppose it's not that simple, is it?" I asked, seeing her shake her head.
"I don't mean to place clones when they're created, but yes when they're used, the seal can have a set amount of chakra in case the target is exhausted, which will be injected into the patient."
"Then it'll force them to create a shadow clone that will be sealed within the seal, the clone can serve as an alternative artificial medic!"
This made my eyes widen, damn it, why didn't I think of this before? I smacked my forehead and let out a laugh of excitement.
"Tsunade, you're a genius!" I exclaimed, grabbing a brush immediately, Tsunade simply smiled with a smug look.
Once I found the direction for development, the rest became easy, there's no need to worry about how the clone will know what to do, it's as simple as placing a genjutsu in the seal to make it aware of everything it needs to do.
"Tsunade..." Just as I was about to ask for her long-term help, an unpleasant voice interrupted us, and Tsunade's face darkened as well.
"We have to move, you've rested long enough, we don't have time to waste like this, let's go," Danzo said, looking at his subordinates and moving forward on his own.
A wave of anger washed over me, I clenched my teeth and forced myself to calm down, the others looked at me waiting for orders.
Finally, I decided to compromise and began to move forward, leading the group: "Danzo, return to the formation, otherwise I will consider it insubordination!"
Danzo's face twisted, but he obeyed, returning to the formation with a sharp huff.
...
Two days later, at the border between the Land of Grass and the Land of Earth, a couple strolled through the streets of a small town holding hands.
The pair wore cloaks that covered their heads, keeping prying eyes at bay, well, in theory, that is, it became evident when the red-haired girl turned her gaze away from a man who frowned after seeing her.
The couple moved quickly, occasionally noticing familiar faces appearing behind them, coincidentally, the same people they had made direct contact with earlier.
Finally, they managed to find refuge in a cheap inn on the outskirts of town, closing the door behind them after entering the room and pulling back their hoods.
Kushina let out a sigh of relief as she removed her hood, "They were twelve, they didn't even notice," she said, looking at Minato.
"Fourteen, there were also two Root Anbu mingled in the crowd," Minato corrected her.
"Oh, then perfect, the more, the better, right?" Kushina laughed with a mischievous smile.
"Sigh, I still think it's too dangerous, we need to be more careful from now on, don't stray from me," Minato said, looking into her eyes with concern.
"Fine, I've got you, I'm not afraid, besides, if they come, I'll give them a good beating," Kushina said, flexing her biceps, prompting Minato to chuckle, scratching his cheek with a light blush.
Minato scanned the room, while small, it was enough for two fugitives like them, he closed the curtains and began preparing seals throughout the room, ensuring they wouldn't be detected by sensors or interrupted by anyone.
This proved to be a wise decision as minutes later, a group of Kumo ninjas passed through the area searching for a supposed pair of thieves, even visiting the inn to ask questions, among them, a sensor ninja who, unable to detect anything, eventually left.
The following morning, Kushina and Minato departed early, crossing the border into the Land of Earth.
...
Meanwhile, in the Hidden Cloud Village, the Third Raikage was holding an emergency meeting in his office, an Anbu ninja, wearing a featureless black mask, knelt on the floor.
"Raikage-sama, the rumor has been confirmed, Konoha's Jinchuriki has defected, according to gathered information, she was marginalized and treated as a human weapon, apparently, Konoha was planning to use her against us in the upcoming battle," the Anbu reported.
"What about the Yellow Flash?" the Raikage asked calmly.
"It's said he was the Jinchuriki's fiancé and defected with her out of love, there is no further information about him, that's all, Raikage-sama," the Anbu said, bowing his head.
"Konoha's ninjas are fools, they must be crying right now, hahaha," said a muscular man with dark skin and white hair slicked back, grinning mockingly, this was Killer Bee, the Raikage A's younger son.
"The situation of Jinchuriki in other villages is more miserable than in Kumo, it's not surprising," added another dark-skinned man with black hair and an eyepatch over his left eye, this was Dodai.
The Raikage closed his eyes in thought, both were right, Konoha's ninjas were indeed foolish, but surely they wouldn't let their Jinchuriki escape so easily, they might already be in the process of capturing them.
Suddenly, a knock sounded on the door, "Enter," the Raikage said.
After saying so, another Anbu ninja entered the office and knelt beside the first one, "Greetings, Raikage-sama!"
The Raikage nodded and gestured for him to speak.
"Report, Kushina and Minato were sighted at the border of the Land of Grass and the Land of Earth yesterday," the Anbu informed.
The Raikage slowly opened his eyes upon hearing the report, there was no reason for a traitor to flee to an enemy village unless they were planning to join them.
"Old man, we shouldn't stand idly by, it's obvious they're desperate and looking for refuge in Iwagakure," A, the Raikage's eldest son and future Fourth Raikage, stepped forward.
"Kushina Uzumaki is a Jinchuriki, and Minato Namikaze is no ordinary ninja, he's Konoha's Yellow Flash, if we manage to capture them first, Kumo will gain countless benefits, including the Hiraishin no Jutsu."
"Moreover, if they refuse to cooperate, we can keep the Nine-Tails," he said, clenching his fist.
The Raikage nodded slowly, reflecting on his son's words, if they could persuade the Yellow Flash and the Nine-Tails' Jinchuriki to join them, Kumo would undoubtedly become the strongest village.
Just as he was about to respond, another knock resounded on the door.
A ninja with a demon mask entered slowly after receiving permission and knelt beside the previous Anbu, forming a line.
"Raikage-sama, I am a member of Root, I bring a message from Danzo-sama," he said, bowing his head.
The Raikage frowned, and the others tensed, glaring at the Root ninja with murderous intent.
"You're a dog of Konoha, what are you doing here really? Are you a spy?" the future Fourth Raikage, A, questioned.
"Calm down, let's hear what he has to say first," the Raikage said after a pause, "Speak, deliver your message."
The Root Anbu began: «Greetings, Third Raikage, I am Danzo, leader of Konoha's Root, I wish to offer my sincere cooperation, which is why I bring you a warning.»
«Currently, there is a conspiracy to destroy your village, including Kirigakure and Iwagakure.»
Everyone tensed upon hearing this, the Raikage gestured for him to continue.
«This involves using Konoha's Jinchuriki, Kushina Uzumaki, as bait to lure you into a trap, the truth is... Kushina hasn't defected, nor has Minato Namikaze.»
"As I suspected," the Raikage murmured, crossing his arms and resting his chin on his hand.
«All the rumors are false, there has been no defection and no forbidden Uzumaki scroll, I assume you may have already realized this, it's a foolish plan, which is why I wish to offer my cooperation to..»
Boom!
A flash of light grazed the Root Anbu's cheek, destroying the door behind him, causing him to tremble as he felt the oppressive killing intent.
The Raikage glared at him and asked slowly, "Who say somethinf about a forbidden Uzumaki scroll?"
The Root Anbu froze in place, feeling that even the slightest movement could mean instant death, he swallowed hard, his mask hiding the sweat beginning to bead on his forehead.
"I don't know what you mean, Raikage-sama, I am merely relaying the message given to me by Danzo-sama," the Anbu said, regaining his composure.
"You don't know..." the Raikage said coldly, snapping his fingers as two Anbu jumped forward, pinning the Root ninja, grinding his face into the floor.
Just as he was about to interrogate him, another Anbu timidly entered through the smoking hole where the door had been, drawing the Raikage's attention.
"Report, we've received intelligence that Konoha's main forces are preparing to launch an attack on Iwagakure with an army of eight thousand ninjas!" the Anbu reported after saluting.
The Raikage furrowed his brow even deeper, thinking, Is this just a normal attack? Or something more? He glanced at the Root Anbu kneeling before him.
"Take him to the interrogation room, extract everything you can from him, and return immediately!" the Raikage ordered.
"Yes, Raikage-sama!" the two Anbu nodded and dragged the Root ninja away.
Half an hour later, they returned with a scroll in their hands, the Raikage took it and massaged his temples.
In summary, they had obtained nothing, the man had a seal on his tongue that was too complex for the sealing team to remove.
The interrogation team had tried everything, from genjutsu to letting him write the information down on paper, but the man simply froze the moment he tried.
According to their report, the seal must have been created by a high-level fuinjutsu master, if Orochimaru had been there, he would have laughed, calling the seal childish, it could be bypassed by simply getting the target drunk enough while ensuring they didn't pass out or die.
This is because the seal relies on the target's own consciousness, it's not as if an artificial intelligence were monitoring every action, which is why the simplest option is often the most effective.
When someone is drunk, they lose their sense of self to some extent, what they previously considered a serious secret becomes trivial, as demonstrated when Sai revealed his Root seal to Naruto and the others.
The Raikage shook his head after reading the last lines, apparently, the Root Anbu had used a secret jutsu to self-destruct, then he passed the scroll to his subordinates, who only sighed.
"Fine, I've made my decision, I will personally go to the battlefield, if there is a conspiracy, I will uncover it and destroy it with my own hands!" the Raikage declared, standing up.
"Old man, I'm coming with you," A, the future Fourth Raikage, said.
"Don't think you're hogging all the fun, brother, I'm coming too, yeah!" Killer Bee said with his usual stupid rap.
"At the same time, we can search for the Yellow Flash and the Nine-Tails' Jinchuriki, we should bring the sealing team in case it's necessary," Dodai said, analyzing the situation.
The Raikage nodded in agreement, "Contact Kirigakure and tell them to send a high-ranking team, I have a feeling this will be a tough battle, it's better to avoid casualties on our side."
"Understood," Dodai said, understanding his intentions.
"Let's go!" the Raikage commanded, they first needed to meet up with their troops at the border before advancing.
...
Three days later, in the Land of Earth, the Third Tsuchikage held a scroll freshly delivered by the torture team in his hands, he placed it on his desk and looked at the three Anbu kneeling before him.
"Speak," he commanded.
"We have received reports from our spies that Kumogakure is leading an army into the Land of Earth, they have already reached the Land of Waterfalls," the masked Anbu reported.
Onoki let out a heavy sigh, leaning on his desk, "I suppose it was only a matter of time, the Uzumaki were destroyed because of their talent in fuinjutsu, if a forbidden Uzumaki scroll truly exists, it would be a temptation for any village."
He glanced at those present in the room and spoke, "We must find Konoha's traitors before Kumogakure, then we can confront both them and Konoha, if possible, we should seek a temporary truce to avoid unnecessary losses."
"It could be a trap, as the spy from Danzo suggested, so everyone must stay alert, that man is a cunning fox, it seems Konoha is not as stable as it appears," Onoki said, looking sternly at everyone.
The commander of the troops stepped forward, "Understood, Tsuchikage-sama, we also have Jinchuriki on our side!"
Onoki nodded with a satisfied smile, at that time, Minato had not yet gained his fearsome reputation nor had the retreat order been issued in case of encountering him, so confidence remained high.
"I leave it in your hands, lead the troops and capture them as quickly as possible!" Onoki ordered.
"Yes, Tsuchikage-sama!" the commander stood at attention and nodded.
...
Pov Orochimaru
Two days later, at Konoha's camp, after arriving, I quickly took control of the place, with the Hokage's credentials, it was quite easy, and there were no complications.
The other clan leaders also took command of their respective legions and regiments, they had only returned to Konoha to rest after the arduous war and to revitalize the new generation, to put it simply, they had returned to fuck.
At this moment, a meeting was taking place in the center of the base, all the main leaders and high-ranking Jounin were present, including Kakashi, Guy, Anko, and Shisui.
Although Guy and Anko weren't Jounin, they had been allowed to attend because they came under my orders, as I occupied the central position.
"Listen, everyone, this meeting is to clear up any doubts you may have regarding this operation and to discuss the plan in detail," I said, glancing at Anko before turning my gaze to Shikaku.
"Let's start by clarifying things, Kushina Uzumaki and Minato Namikaze are not traitors, they are heroes willing to give everything for the village, everything you saw or heard before was part of the strategy for this operation, therefore, you must not treat them as traitors if you encounter them from now on!"
My words fell like thunder upon them, and more than one was shocked, some exchanged glances, cursing themselves for the unpleasant things they had said about the pair, feeling like fools.
'Orochimaru-sensei was telling the truth!' Anko recalled the words I had told her when we left Konoha, «Don't be quick to judge, perhaps there's a braver and more honorable reason behind their actions»
"Now that everyone knows the truth, it's time to discuss the next step, based on the information we have gathered over these past few days, Kumogakure is currently heading toward the Land of Earth."
"I don't need to explain their objective, it should be obvious to all of you," I said before nodding at Shikaku, signaling him to take over.
He approached and spread a map across the table in front of everyone, "Currently, we have eight thousand ninjas who have secretly reached the border, the plan is to divide this army into two parts."
"The first will face Kumogakure and serve as the main attack force, according to the intelligence we've obtained, the Third Raikage and Kumogakure's two Jinchuriki will participate in this battle, the attack force will consist of five thousand ninjas." He then pointed to Iwa's symbol.
"The second team will join Kushina and Minato-sama to either defeat or buy time while the main force achieves its intended objective against Kumogakure," Shikaku explained.
"Who will be in each team?" Jiraiya suddenly asked.
Shikaku turned to me for help, as I hadn't yet informed him of these details, I stepped forward to take over.
"The first team will be led by me, while the second team will be under Tsunade's command," I said, pausing briefly, "You, Fugaku, Inoichi Yamanaka, Chōza Akimichi, and Danzo Shimura will come with me."
"In the second team, Tsunade, Shikaku, and Hiashi Hyūga will join forces," I said, glancing at Hiashi, who had already taken his vacation a few months ago, I suppose Hinata must be on the way.
"Orochimaru-sama, is it wise to separate the Sannin?" Shikaku asked, as a member of the legendary Ino-Shika-Chō formation, he understood the strength often lay in the union of compatible companions.
"Don't worry, Jiraiya is very strong and capable of protecting me, besides, Tsunade is a medical ninja, I'd prefer her to support Kushina and Minato in case something goes wrong," I replied, the truth being that Tsunade wouldn't be as useful in this battle, at least not compared to Jiraiya, and I needed someone capable to support Minato.
Shikaku nodded in understanding, and Tsunade had no objections, so it was settled, just as I was about to continue, a bothersome voice assaulted my ears once again.
"I want to be on the second team," Danzo, who had been silent, opened his mouth once again.
"I want to be on the second team," Danzo spoke up once more.
'On the second team? This is strange, knowing him, he's likely scheming something,' I thought, narrowing my eyes.
"Why?" I asked after considering it for a moment.
Danzo didn't respond immediately, his gaze swept across the room, stopping briefly on each of those present before returning to me.
"Because, Orochimaru, I believe my experience is more valuable for protecting the Jinchuriki and the Yellow Flash," he finally said.
"Both are crucial pieces for Konoha's survival, ensuring their safety and preventing them from falling into enemy hands is the reason I am here," he said with his hands clasped behind his back.
Danzo was definitely up to something, but the main reason he didn't want to join the first team was because he didn't want to face the Third Raikage, only a fool would willingly fight him, it's not that he was afraid, no, he just wasn't stupid.
I was about to reject his proposal when Tsunade's voice interrupted, "It's fine with me, maybe your experience will be useful."
Even Danzo was surprised by her response, sensing something was off and beginning to regret it for a moment.
I let out a sigh and agreed, "Alright, I'll allow it, now let's discuss the preparations and supplies needed."
For the next two hours, we continued discussing the details of the plan, after everyone left, leaving the room in silence, I leaned back slightly in my chair and looked at Tsunade, I had asked her to stay for a special reason.
"Tsunade, I need your help with something," I said, pulling something out of my pocket.
Tsunade raised an eyebrow and asked, "What happened?"
"Relax, I'm talking about the healing seal, I managed to finish it this morning, I tested it on one of my snakes, and it worked, but you know, I need to try it on something bigger," I said, extending my arms.
"Oh! That's fine, I can help you with that, I also want to know if it works, if it does, it will be revolutionary in the medical field and will prevent many unnecessary deaths," Tsunade said, standing up with a sparkle in her eyes.
Without giving me time to react, she grabbed my hand and dragged me out of the tent, then led me to the camp hospital.
"I've also been researching and discovered a way to prevent medical chakra from causing harm in case of an accident if acted upon in time, but don't conduct experiments without me present or you could end up killing someone," Tsunade said, frowning threateningly.
"Hai, hai!" I instantly agreed, this was actually a good thing, now I could request her assistance whenever I wanted, a wicked glint crossed my eyes, I think I just secured myself a personal assistant, hehe.
Tsunade led me to a boy about 14 years old with a horrible cut on his left arm, the boy was still screaming as he was being treated, although they had only stitched the wound and covered it with gauze, they hadn't even used the basic Mystical Palm Technique.
It seemed his wound was only superficial, so it wasn't worth spending chakra on him, you can imagine how terrifying the wounds of others must be.
During this time, even though Kumo and Iwa's main forces had withdrawn, occasional skirmishes still occurred, resulting in injuries and deaths.
"Are you sure this will work?" Tsunade asked while observing the bloodied gauze on the boy's arm.
"There's only one way to find out," I replied, pulling out the healing seal, it resembled an explosive tag, but instead of the kanji for Explosion, it bore the Rod of Asclepius surrounded by tadpoles, a symbol used to represent medicine in my previous life.
Tsunade took the seal, a smile appearing on her lips as she examined it, she turned to the boy, who now looked at us with a mixture of pain and exhaustion, it seemed he had lost too much blood.
"Lady Tsunade, Orochimaru-sama!" the boy said, attempting to bow.
"Don't strain yourself!" Tsunade reprimanded, then held up the seal, "See this? Right now, there are no more medical ninjas available, they are all too exhausted and cannot use their valuable chakra on you."
Hearing that, the boy nodded with a sad expression, then smiled, trying to see the bright side, "But I'm not complaining, if they don't waste their time on me, it means I'm not that bad off, right?"
Tsunade's eyebrow twitched at his logic, "You're right, but the point is, this might help you," she said, placing the seal on his arm.
"What is that... Ah! An explosive tag!" His senses sharpened, and he tried to remove the tag, but Tsunade stopped him in time.
"Hum..." the boy let out a relieved sigh as the pain completely disappeared.
"What was that? It's amazing!" the boy exclaimed after regaining some color in his face.
"What's your name, boy?" I asked as I approached.
"I'm Kenta... Kenta Izumi," he replied with a shy smile, though his face still bore traces of exhaustion from before the seal was applied.
"Well, Kenta, it seems you've been lucky today, this seal is a prototype we're testing, for a moment I thought you might explode, creating a bloodbath, I'm glad it turned out this way," I said, examining the wound closely as the seal slowly faded after releasing its medical chakra.
"What..?!!" Kenta exclaimed, terrified, the once kind Orochimaru and Tsunade had now transformed into sadistic figures before his eyes.
"Come on, Orochimaru, don't scare the boy," Tsunade scolded me, glaring, to which I just shrugged, making her sigh.
"Setting that aside, the seal works, we need to keep testing it for a while before mass production, maybe he's an exception," I said, pointing at Kenta.
Tsunade nodded, "You're right, give me all the ones you have and I'll help you test them, if anything happens, I'll let you know," she said, heading toward other wounded people who hadn't been properly treated.
I agreed and created ten more seals, these seals not only contained healing chakra but also the essence of the wood element, so they could regenerate a limb if five were applied at the same time.
But again, I couldn't create too many, to obtain medical chakra, you need to spend two points of chakra, and it takes 50 points of medical chakra to create one seal, meaning 100 chakra points per seal.
After handing the seals to Tsunade, we went to a more secluded place to talk, "Tsunade, keep an eye on Danzo, I don't trust him."
Tsunade glanced at me out of the corner of her eye and replied, "I'll keep him under control, I don't like him either, but he's a ninja of Konoha, and we're family, I don't want it to fracture."
"It won't, I promise," I said, Danzo is a cancer, and cancers must be removed, I can't consider a bastard like him part of the family.
Then I left the hospital tent, on the way, Kenta greeted me and thanked me, I left after returning the greeting.
