Robin raised an eyebrow. "You want us to take over the entire town? It's considered lawless territory, and pirates with bounties in the tens of millions pass through all the time."

"Tens of millions? That's nothing. Bonis and the others could take down Crocodile if they had the right intel. Whether or not you can clean up Gaya Island depends on your skills as the Minister of Intelligence. If you need extra firepower, I'll even lend you the Fire Dragon."

Kain spoke casually. No matter what world you were in, intelligence was a major factor in any battle—provided the power gap wasn't too wide.

The former priests from Enel's ranks had plenty of potential, but their Devil Fruit abilities were underdeveloped. 

Especially that snot guy. Kain had been training them, ensuring they followed proper development plans. At the very least, they'd be strong enough to handle threats in the first half of the Grand Line.

Robin nodded in understanding, then asked, "I get it, boss. But I've heard there may be other pirate crews backing them."

"If you can't handle it, let me know—I'll take care of it."

Kain still needed to get his hands on the Thunder Fruit serum, which would give his strength a huge boost. 

In the world of pirates, Devil Fruits were often overshadowed by Haki because most users were uneducated brutes. But with the right development path, a Devil Fruit could easily surpass Haki.

Robin hesitated for a moment before bringing up one last topic.

Kain smirked. "Hey, Robin, do you think I just give out information for free? If you want to know, you'll have to earn it. Now then… how about a massage?"

Robin didn't even glance back as she walked away.

"I still have to handle the Kain Chamber of Commerce's affairs and make arrangements for the four priests. Maybe next time, boss."

Meanwhile, the transformation of Rainbase had been smoothly completed. Only a few finishing touches remained.

With the help of 100,000 people in Alabasta, Rainbase was completely transformed in just a few months. 

Not only was Rain Dinners, the casino at the city's center, converted into the headquarters of the Kain Chamber of Commerce, but a large military factory and an underground research base were also built behind it.

The factory boasts an impressive output—capable of producing 100 million rounds of ammunition and 100,000 assault rifles per month, along with additional production lines for Gatling guns and rockets. 

If Alabasta were to receive the full supply, its standing army could completely replace its current weaponry within four months.

However, the Kain Chamber of Commerce's most important customer is the Marines. Moving forward, 80% of the factory's monthly arms production will be prioritized for Marine supply, with the remaining 20% allocated to Alabasta.

Cobra understands this arrangement. With a new Warlord of the Sea residing in Alabasta and Kain not being a pirate, reckless marauders aren't likely to stir up trouble anytime soon. A slight delay in weapon deliveries isn't a major issue.

The military factory alone generates hundreds of millions of Berries in revenue each month and has provided numerous job opportunities for the people of Alabasta. 

After the city's re-planning, Rainbase has expanded significantly, and the Kain Chamber of Commerce has even begun advertising in World Economic News.

It is now the only chamber of commerce in the world that sells Sky Island specialties!

This fact alone has drawn countless travelers and merchants to Rainbase. For most people in the first half of the Grand Line, Sky Island is nothing more than a distant dream—one that many pirates dismiss as a myth, having failed to find it themselves.

But now, with exclusive Sky Island goods being sold through the Kain Chamber of Commerce, the island's existence is undeniably real.

Will other pirates attempt to find Sky Island and compete with the Kain Chamber of Commerce?

For now, that's unlikely. Gan Fall and the Shandians have agreed to sell Sky Island specialties only to the Kain Chamber of Commerce. 

Others may purchase small quantities as souvenirs, but large-scale trade—especially of Sky Island shellfish and seafood—is strictly off-limits.

Meanwhile, Enel's four priests, after receiving Super Soldier Serum from Kain to enhance their internal organs, were swiftly put to work under Nico Robin's command.

However, in the world of One Piece, the Super Soldier Serum is a bit underwhelming. People here are already incredibly strong—even those of average size. 

Kain suspects that individuals born with naturally powerful physiques may have some connection to the Life Magnetic Field. To explore this theory further, he has tasked Nico Robin with purchasing slaves of different races.

His goal? To extract samples of flesh and blood, using them to develop a new human enhancement serum. Alternatively, he's considering an experimental serum derived from Sea King tissue. 

For now, he's leaving the research to the Red Queen, but if progress stalls, he'll hand it over to the biological research division—where human experimentation won'tbe off the table.

Alternatively, Kain could use the T-virus along with the flesh and blood cells of Sea Kings to develop an evolutionary T-virus serum.

However, his current focus remains on Devil Fruits—specifically, Enel's Thunder Fruit.

Ever since Kain struck Enel with the Killing Curse, it seemed as though his soul had been split in half. Now, even without Seastone handcuffs, Enel was completely powerless and incapable of resisting.

Yet, during his research into Enel's cellular genes—alongside those of other Paramecia and Logia users—Kain made a groundbreaking discovery.

"The bloodline factors of Paramecia, Logia, and Zoan each alter different genetic structures in the human body."

"While Logia abilities are difficult to combine, a Logia, a Paramecia, and another Logia can potentially coexist within the same genome—so long as the body can withstand the side effects of multiple Devil Fruits."

Upon reaching this conclusion, Kain's face lit up with excitement. If he could eliminate the side effects of Devil Fruits, he could inject himself with multiple Devil Fruit serums.

As for Zoan fruits, he wasn't too concerned. They were useful for close combat, but Kain never engaged in intense physical training. Plus, the transformed forms of Zoan users were typically ugly.

Unless, of course, there was a Zoan Devil Fruit that significantly enhanced bedroom performance… then Kain might reconsider.

"Artificial Zoan Fruits could be useful for my subordinates, but Vegapunk's technology still has major flaws. Even Caesar's method is far from perfect."

Kain had extensive experience with human experimentation, drawing from research across multiple worlds.

 Without that, he wouldn't have been able to uncover the bloodline factors and defects of Devil Fruits so quickly with the Red Queen's assistance.

Now, all he needed to do was collect samples and test data, then hand them over to researchers from the Marvel Universe and the Resident Evil World for further development.

"Let's start by creating a Thunder Fruit serum."

Kain turned his gaze toward Enel—who was now nothing more than a vegetable.

After what happened with Crocodile, Kain had already devised a method to keep a person alive even after extracting their Devil Fruit ability. 

However, unless absolutely necessary, he preferred not to expose this technique. If word got out, it would undoubtedly bring trouble.

"Red Queen, this time reduce the data transfer by half again, and extend the transmission period to ten times the previous length."

"Understood, Master."

After extracting the Thunder Fruit ability serum from Enel, Kain injected it into his body without hesitation—gaining the power to transform into and control lightning.

Before doing so, he had the Red Queen compile an extensive database on Devil Fruit ability development.

Once he successfully transformed into lightning, he had the Red Queen convert that knowledge into electromagnetic waves and transmit it directly into his mind.

However, this was the first time he had attempted to absorb such an overwhelming amount of information at once.

Even after multiple reductions in data volume, the sheer influx of knowledge was nearly unbearable. If he didn't consciously control his elementalization, the sudden rush of information could turn him into a mindless husk.

"Master, according to the original plan, you have only received 0.5% of the total data so far."

"Put the plan on hold for now. I'll need a long period of training before I can gradually absorb the rest."

Kain sighed, rubbing his temples again.

He had underestimated the process.

Every Devil Fruit ability required extensive training—even after obtaining the power itself. For example, although he had learned—through the Red Queen—how to generate strong electromagnetic interference to create an EMP effect, knowing the theory wasn't enough. His mind understood it, but his body couldn't execute it yet.

Similarly, he grasped the principles behind forming an electromagnetic shield—adjusting the air's density and viscosity coefficient around his body—but putting it into practice would take at least a hundred attempts before he could even begin using it properly.

For now, patience was key.
