"We understand!"
"Good. Since you're just starting, feel your way through it. If you have questions, you can write to me, and I'll do my best to help. But you must have your judgment. Don't report every minor issue to me, understand?"

That day, Black Dragon City gained its first law enforcement agency—the Censorate. This institution, which sounded like something from the human world, was personally appointed by the Queen.
