Chapter 17: KOW Chapter 17 Targeting the Land of Waves

The people of Royal City were not lacking in wisdom. Their civilization had once been mighty; they had simply fallen on hard times and were now starting anew.

Thus, the generals understood the situation clearly.

"Initially, our plan was to head to an uninhabited area about fifty kilometers west of the desert, near the border between the Nation of Fire and the Wind Nation."

"However..."

Yang Yi shook his head.

To survive in this world, they needed a foothold. Right now, they were like nomads, without a place to call their own – which put them in a precarious position.

Qin Yi and the others fell silent, acknowledging the challenges ahead.

"After much deliberation, we adjusted our plan. Konoha currently maintains a relatively peaceful relationship with us," Yang Yi continued. "But we can't fully trust them, given our past conflicts."

Yang Yi traced his finger across the map, moving past Konoha Forest and the Valley of the End, finally stopping at an island beyond.

"According to my knowledge, this island remains unclaimed – it's not even marked on the map!"

"It's modest in size, and the Five Great Nations, preoccupied with their own rivalries and minor skirmishes, haven't paid it much attention. This makes it the ideal location for us to settle." Fang Lan chimed in.

"Yang Yi is right. This island is our best option. We need stability and the opportunity to develop. Resources in Royal City are scarce."

"This island, with its moderate size and abundant resources, will be easy for us to occupy and develop." Qin Yi's eyes lit up.

He recognized the island – the future Land of Waves. Located near Konoha, it was surrounded by the sea. At this time, it was an unmarked territory, meaning no nation had claimed it yet.

A smile touched Qin Yi's lips. He nodded.

"Indeed, this is our best choice!"

"Our next target will be this island!"

Hearing Qin Yi's agreement, the three generals smiled in relief.

They had debated this extensively, even considering pledging allegiance to one of the Great Nations. Ultimately, they rejected that idea. Their ultimate goal was to establish significant influence in this world. 

Without a strong foundation, their future endeavors would be much more difficult. If they could claim this island and build a small village or even a small nation, they could steadily grow from there.

"Additionally, let's consider the general historical background of this world," Fang Lan continued. "As mentioned earlier, the Five Great Nations have just emerged from the Warring States period and are transitioning into the Shinobi era. This is a relatively balanced and stable time."

"For us, this is good news. Such periods of peace are ideal for development. If we were in the midst of war, Konoha wouldn't have spared us during our earlier battle, and our losses would have been catastrophic."

Qin Yi nodded slightly, encouraging Fang Lan to continue.

"Finally, there's the matter of strength!" Fang Lan concluded.

At this, Qin Lin's gaze sharpened.

Their initial crushing defeat and heavy losses were primarily due to their lack of strength.

"In this regard, we will need to rely on Your Majesty."

"Both Gandalf and General Fang Lan have mentioned that you've already begun exploring this type of power."

Qin Yi nodded.

"Indeed, this power is called Chakra. It has seven nature types, and individuals awaken different Chakra natures based on their innate talents."

"They rank Shinobi into Genin, Chunin, Special Jōnin, Jōnin, Elite Jōnin, and Kage level."

"Kage level represents the ultimate expert, the highest authority in a village."

"In the coming days, our army must quickly master this power. Even though we don't yet have a large arsenal of Ninjutsu, the enhancements that Chakra provides to the body, along with its minor practical uses, are incredibly effective."

Hearing this, the three generals silently nodded in agreement.

"Gandalf, Fang Lan, I'm entrusting the task of teaching Chakra to the others to you!"

After saying this, Qin Yi shifted his gaze to the scrolls before him.

"These scrolls, I need them. As for this world's language, I will use the King's Strength to ensure everyone masters it."

The Three Generals quickly stood up, placing their right fists over their left chests in salute.

"Thank you, Your Majesty!"

They, along with Gandalf, swiftly departed. It was clear that both the generals and their warriors were highly motivated to master Chakra.

Watching their retreating figures, Qin Yi shook his head and unrolled one of the scrolls before him.

"Earth Release techniques?"

"Head Hunter Jutsu, Earth-Style Wall, Hardening Technique, and so on."

It didn't take long for Qin Yi to skim through the scroll's contents, which described the methods for performing various Earth Release (Doton) Ninjutsu.

He tried committing them to memory and found, unsurprisingly, that his talent was exceptional. After mentally practicing for just half an hour, he had already mastered the techniques and could execute them effortlessly.

"Next, there are some formation techniques, but at the moment, my nation's Shinobi are too few in number to make use of them."

Shaking his head, he set the formation scroll aside.

"Kekkei Genkai (Bloodline Limits), Chakra natures, and Ninjutsu."

Sitting cross-legged on the ground, Qin Yi began contemplating.

To enhance his power, aside from seizing resources, he needed breakthroughs in Kekkei Genkai and Chakra natures. However, developing Bloodline Limits was no easy feat. Beyond the Wind-Fire Release he had initially awakened, there were no other leads.

"The real issue is the lack of knowledge!"

After a moment, Qin Yi shook his head.

Understanding this world's strength system was crucial; mastering power was just the first step. What he needed more than anything was knowledge.

"If I could get my hands on a vast collection of Ninjutsu scrolls..."

His eyes lit up with determination.

Chakra was the energy, while Ninjutsu was the method to unleash it, amplifying its power. To grow stronger, both his energy and techniques needed to evolve.

"I could even experiment with creating more powerful Ninjutsu myself!"

For instance, his ability to form hand seals or even borrow others' seals could potentially be developed into unique techniques.

If he could perfect this art of hand seals, it would be the first of its kind in this world – a groundbreaking innovation.

"This is currently my best and most feasible path forward!"

With this thought, Qin Yi felt a surge of excitement.

Having discovered a promising route to grow stronger quickly, he began mentally practicing and refining his ideas. With his exceptional talent, techniques he mastered in his mind could also be executed with his body.

In the blink of an eye, three days passed.

During this time, Qin Yi's army of 6,000 warriors had essentially mastered the basics of Chakra training. Each soldier now radiated confidence and excitement, which eased Qin Yi's worries. Once his soldiers learned Ninjutsu, the range of tasks they could accomplish would expand greatly.

On the same day, a Shinobi envoy from Konoha arrived.

"Leader, Hokage Sama wishes to meet with you."

The ANBU Shinobi, wearing a cat-faced mask, spoke politely, but Qin Yi's expression turned serious.
