chapter 49: Great Dream Civilization



The 'Great Dream' civilization was a rank 12 force with only one universal law. It was a typical rank 12 force, not too weak or too strong.

Among rank 12 civilizations, the determining factor in power is how close they are to acquiring their second universal law. As long as they obtain more than one universal law, they will be considered a 13th-rank civilization.

For this reason, all of them are fervently striving to discover complete laws to reverse-engineer universal laws from them. This process is very delicate.

The 'Great Dream's' approach is to let its subordinate worlds handle it. It has countless rank 10 and 11 subordinate worlds, each working hard to discover complete laws.

Every complete law can give rise to a rank 10 world. For instance, the complete law of space alone can create an independent world in which time would be substituted with other incomplete laws.

Of course, with an incomplete law of time, it would be much smaller and more limited than a rank 11 world, and its expiration date would come much faster, but it can operate as it should.

Space and time are the two most widely recognized complete laws, and most civilizations use them to form worlds.

'Great Dream' is the main producer of time and space complete laws, which brought them great profits.

There are certain conditions to consider.

To produce a complete law, one must clearly understand its underlying universal law. For example, time and space stem from the universal law of 'existence.'

'Great Dream' civilization owns the license to the universal law of 'existence,' allowing them to create complete laws of time and space very efficiently.

Other civilizations can make time and space complete laws, but they are nowhere as efficient as 'Great Dream' because they do not have as clear of an understanding of the universal law of 'existence' as 'Great Dream' does.

All complete laws are like this; everyone can make them as long as they have some understanding of the underlying Universal law—the more detailed the understanding, the less effort and resources it takes to make them.

But no matter how much one understands a universal law, one can only use it with a license!

Getting an understanding of Universal law is difficult but possible.

But getting a license might be impossible.

First, one must have a thorough knowledge and understanding of the mechanisms of the universal law. This is why everyone collects so many complete laws – to grasp the underlying universal law.

However, they still cannot use the universal law even after that.

The reason is not having the license.

There are only three rank 14 civilizations in the universe. One of them is known as the 'office.' Its primary purpose is to license as many universal laws as possible.

Universal laws are based on 'the creation,' one must have at least some knowledge of 'the creation' to be able to utilize them.

No rank 13 force can achieve this condition. So, 'the office' will issue a non-transferable token to the first civilization that discovers the universal law.

For this reason, the first who discovers a universal law is the only one who can use it.

Civilizations below rank 14 can only use the universal laws they themselves have discovered.

Moreover, Universal law licenses cannot be plundered, since the token is non-transferable.

This diminishes the motive for starting a war.

The only scenario where conflict might arise is in the pursuit of discovering complete laws.

In general, civilizations create worlds to uncover complete laws.

What prevents other civilizations from infiltrating these worlds and stealing the complete laws?

It's the world shield.

World shield is the most powerful layer of defense.; breaching it will consume immense resources, which makes it not worth doing it in the first place.

Once the world shield is breached, most civilizations typically abandon that world because removing infiltrators may cost more than the complete law they are trying to discover.

However, 'Great Dream' wasn't planning to do that this time. They were determined to purge 'Rachel' because they were familiar with this civilization.

A long time ago, a new civilization suddenly emerged in the universe. Initially, it wasn't taken seriously, but soon, everyone started paying attention.

This civilization, named 'Rachel,' excelled at infiltrating worlds!

It started infiltrating innumerable worlds, stealing complete laws, and, with them, reverse-engineering countless Universal laws.

Today, it is a very powerful rank 13 force.

However, it attracted a massive backlash due to its actions. All other bellow rank 14 forces decided to purge it from any world it infiltrated.

"Pity," said Oll, one of the creators of that world named W105N.

"Purge it?" asked Ioa.

Purging the world means wiping out everything, resetting the river of time, and shrinking the space, essentially starting over.

There is a significant cost associated with these actions, but it's better to do it now than wait for time to exhaust and space to reach heat death.

"Not now. I recently acquired another 'Rachel' specimen, and I believe I'm making progress," said Oll.

Only a few billion years ago, he obtained a major 'incarnation' of Rachel and has been attempting to hack it ever since. He has failed until now but continues to try.

It should mean everything. But in reality, not every attack affects space and time. If the 'perfect shield' is attacked by another complete law, it's just a normal shield and can break.

Or, if it's attacked by another spell based on space and time, it still might break.

So, the name 'perfect shield' is actually not suitable. If it were up to Dyer, he would have chosen 'all-around shield,' as it can defend against all types of attacks but is not 'perfect'.

Today, after absorbing the inheritance that Doris left behind, he understands much more about what a rank 10 law is.

A rank 10 law doesn't naturally exist; it must be created with one's knowledge and understanding.
