Though he was capable, he couldn't act on behalf of Shigeru.

Not only did the rules prohibit it, but even if Shigeru delegated authority, Nara Luxin had no interest in that kind of responsibility.

Dealing with everyday affairs was exhausting enough. If he also had to handle major decisions, he'd never have a moment of peace—and that wasn't the kind of life he wanted.

If he stayed at headquarters all the time, he'd have trouble dealing with the "tigress" waiting for him at home.

The Nara clan was famous in the ninja world for their intelligence—and equally famous for fearing their wives.

No matter how gentle a woman was before marriage, once she became a Nara wife, she seemed to grow more domineering over time.

As the Third Hokage approached, the puppet stationed at the entrance raised its head. Its previously closed eyes opened, glowing with an eerie green light in the dark night.

Several pairs of emotionless eyes locked onto him, and his face darkened.

"I want to see Hyuga Shigeru!"

Sitting in his office, Shigeru commanded the puppets to step aside and allow the Third Hokage to enter.

"Hmph!"

Watching the puppets retreat, the Third Hokage snorted in displeasure and strode into Anbu's base.

Without the puppets blocking his way, he reached the minister's office easily. However, he was deeply unhappy to see Shigeru's puppets stationed at every key location within headquarters.

In other words, Shigeru could monitor and control the entire base without ever leaving his office.

No one could enter or leave without his permission.

Upon entering the office, the Third Hokage got straight to the point:

"Shigeru, we need to talk."

"Hokage-sama, please have a seat."

Shigeru pulled out the chair Nara Luxin had prepared for guests and gestured for him to sit.

Very good, at least you're showing some respect.

With a grim expression, the Third Hokage took his seat and said firmly:

"Shigeru, Anbu is causing too much disturbance. The village needs stability—especially now, with the war still ongoing. Internal conflicts must be avoided."

"You want stability in the village?"

Shigeru raised an eyebrow in mock surprise.

"But isn't it you who's causing the trouble?"

"One day, the pharmaceutical department's supplies are blocked; the next, Anbu's privileges are revoked. My people are being recruited openly and covertly.

And if anything happens to Anbu, those responsible run straight to your office to report it.

It seems that I, the minister, haven't even spoken to you yet, but you're already upset."

You started this mess, and now you're telling me Anbu is the problem? Where's your sense of shame?

"..."

The Third Hokage's face turned pale, then darkened.

"The pharmaceutical department's supply issues were not my doing, and I never said I would revoke Anbu's privileges!"

"Oh? Then it must be the two elder advisors?"

Are you passing the blame? Fine. I'll just go directly to Koharu and Mitokado Homura and see if they push the responsibility back onto you.

When common interests align, even enemies can become allies.

"But they certainly have a strong opinion of me."

"Have you forgotten? That old man from the Shimura clan actually attacked me during a meeting.

Tell me, Hokage-sama—when did I ever offend him?"

"I will personally reprimand him. It won't happen again," the Third Hokage assured him.

"Shimura, Sarutobi, and the families behind the two elders will no longer trouble you."

"Five hundred full sets of equipment."

Shigeru held up his hand and gestured.

Since we're talking about interests, let's make a deal.

"I have a large number of puppets, and Anbu's numbers will expand significantly. We need proper equipment."

"Impossible!"

The Third Hokage's eyelids twitched as he immediately rejected the demand.

"Five hundred is too much! As an Anbu member, you should understand how expensive a full set of Anbu gear is.

The village is at war with Sand Shinobi—we simply can't spare that many. The most I can approve is one hundred sets."

"Four hundred!"

"One hundred!"

"Four hundred!"

"One hundred and five!"

After intense bargaining, they finally settled on 260 sets of equipment. The Third Hokage refused to go any higher.

"Alright," Shigeru agreed.

"Two hundred and sixty sets of equipment. Once they're delivered, Anbu will withdraw."
