Sitting in his office, Shigeru commanded the puppets to step aside and allow the Third Hokage to enter.

"Shigeru, we need to talk."

"Hokage-sama, please have a seat."

Shigeru pulled out the chair Nara Luxin had prepared for guests and gestured for him to sit.

With a grim expression, the Third Hokage took his seat and said firmly:

"Shigeru, Anbu is causing too much disturbance. The village needs stability—especially now, with the war still ongoing. Internal conflicts must be avoided."

"You want stability in the village?"

"But isn't it you who's causing the trouble?"

"One day, the pharmaceutical department's supplies are blocked; the next, Anbu's privileges are revoked. My people are being recruited openly and covertly.

And if anything happens to Anbu, those responsible run straight to your office to report it.

It seems that I, the minister, haven't even spoken to you yet, but you're already upset."

"Five hundred full sets of equipment."

Shigeru held up his hand and gestured.

Since we're talking about interests, let's make a deal.

"I have a large number of puppets, and Anbu's numbers will expand significantly. We need proper equipment."

"Impossible!"

The Third Hokage's eyelids twitched as he immediately rejected the demand.

"Five hundred is too much! As an Anbu member, you should understand how expensive a full set of Anbu gear is.

The village is at war with Sand Shinobi—we simply can't spare that many. The most I can approve is one hundred sets."

"Four hundred!"

"One hundred!"

"One hundred and five!"

After intense bargaining, they finally settled on 260 sets of equipment. The Third Hokage refused to go any higher.

"Alright," Shigeru agreed.

"Two hundred and sixty sets of equipment. Once they're delivered, Anbu will withdraw."
