After several rounds were fired, the Woolworth Building flickered and a huge, clock-like structure appeared in the center of the building, only to vanish again, leaving a huge hole spanning several floors.
Fortunately, the Muggles in the Woolworth Building had already evacuated during the previous air raid alarm, so the blast didn't harm any civilians.
With the second volley of armor-piercing rounds, the spatial magic attached to the Woolworth Building finally broke. After several flickers, with a loud bang, numerous desks, chairs, and various strange devices tumbled into the building, pulling the Magical Congress into real space.
The revolving door was shattered, and the Strategic Bureau's combat troops threw a large amount of tear gas into the building before storming in with gas masks.
Inside, coughs and vomits filled the air, obscured by thick smoke, preventing any wizards from stopping them.
Selica, wearing a gas mask equipped with a camera that used magic and infrared detection to highlight several figures inside, immediately began casting petrification spells at those figures.
Accompanied by ten more wizards, they quickly took down all detected wizards, confiscated their wands, and tied them up.
They advanced with little resistance until they reached the fourth floor, a sealed space untouched by tear gas. The moment the soldiers kicked down the door, they were met with a barrage of spells. However, they were protected by spell-proof armor woven with magical metal fibers, impervious to spells below a certain power level.
Under attack, they returned fire with hailstorm guns, far more effective than wands, silencing the room in an instant.
Fifteen minutes later, Murphy received a message from Selica, "The chairman of the Magical Congress has been captured, and the Magical Congress of the USA has fallen."
Wizards might possess many incredible spells, but when it came to team combat, they were far behind Muggle military forces, especially a force like the Strategic Bureau's troops, specialized in handling magical incidents and vastly superior in both individual strength and tactical training.

In Moscow and other cities, huge gates stood at the forefront of wide roads, with unmanned tanks, troop carriers filled with humanoid combat dolls, and fully armed infantry queued for miles.
Utilizing the domestic mini-Portkey network, the Soviet Union mobilized over half a million troops in just half a day, with unmanned combat equipment under Murphy's control assembling even faster.
With over a million in combat forces ready, the moment the super-Portkeys to major US cities were completed, these vast armies would penetrate deep into enemy territory.
In contrast, the USA was struck from all sides, with the White House and Pentagon vaporized by magical satellites. If not for the President hiding in a secret location before attempting to destroy the satellites, he would have been decapitated.
Now, rendered nearly blind and deaf by electromagnetic interference technology decades ahead of the USA's, the US's ability to command its forces was severely diminished, leaving many US troops unaware of the unfolding events.
This was a war of total domination, supported by magical technology, a super "blitzkrieg" that could end the USA in an instant, faster than anyone could imagine.
As part of this blitzkrieg strategy, Strategic Bureau wizards were quickly setting up Portkeys.
In Washington, D.C., wizards arrived via key and used spells to float modular building materials from their Traceless Expansion Boxes, constructing an arch identical to the one in Moscow in just over ten minutes.
Once connected to the magical network, this arch joined a specialized Portkey network. When the fire was lit, runes lit up on both arches in Moscow and Washington, D.C., and a green flame spread within each arch, merging in the center. The next moment, the scenery of another country appeared through the arches.
Thus, a super-Portkey connecting Moscow and Washington, D.C., was completed.
Tens of thousands of soldiers, amazed by the "void particle" technology, maintained good order under the influence of the Seeds of Mind planted in their brains, despite being shocked by the surreal sight.
Then, a voice echoed in the minds of all unmanned machinery and soldiers.
"Advance! Flatten the enemy country!"
