Beyond the developed part of the world, there was undeveloped chaos, which made Light reflect deeply.
The World Seed provided by the System was undoubtedly of the highest quality. From this, he could infer that the world within it was only in its infancy and that he would need to work to expand it even further in the future.
Now that he was there, Light realised that he could use this world as the basis for all his future plans.
He imagined that this world could evolve even further, perhaps even reaching its apex and becoming an entire universe within itself.
