They wouldn't fight against enemies much weaker than them and they've already seen Luffy fighting against Sakazuki so they knew that he was far stronger than your average S-Rank shinobi and most probably even the Kages.

As the meeting continued, another journalist asked Akainu, "Fleet Admiral Sakazuki, what is your opinion on the tournament?"

Sakazuki answered, "We are fighting to bring peace throughout the world on His Highness Shimizu's command and we will succeed. That's all I have to say."

The press conference continued as the Kirigakure elders and the seven swordsmen also gave their opinions and expressed their desires to fight for a peaceful future for the future generations.

At last, a journalist asked a question for Luffy, "Mr. Monkey D. Luffy, what are your views about the tournament?"

Luffy replied with a smile, "I wanna have fun fighting strong enemies!"

With this, the press conference ended. Akihiro called Luffy and Garp for a surprise. Seeing this, all the high-ranking Marines followed him. Luffy started crying as he saw the person coming towards them while Garp also had a few tears along with a smile on his face.

This person was the son of Gol D. Roger and Portgas D. Rouge, Luffy's sworn brother, Portgas D. Ace. Seeing Ace alive, they both were extremely happy.
